- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The George E. Wahlen Department of Veterans Affairs Health Care System (VASLCHCS), Salt Lake City, UT and the Network Contracting Office (NCO) 19, Denver, CO are performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Businesses firms to set aside a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract requirement. The Government will use responses from this notice to make the appropriate acquisition decisions. The proposed solicitation will be issued in accordance with FAR Parts 15 and 37. The contractor is to perform year round Ground Maintenance Services (to include Snow and Ice Removal) which entails all labor, tools, equipment and materials necessary to perform the full scope of work of this requirement at the VASLCHCS Facility Campus; also the contractor shall provide a qualified on-site supervisor who will be responsible for the contracted employee directions, performance, appearance, conduct, quality of workmanship. The period of performance for this contemplated contract action will be for one (1) year (base year), with four (4) additional option years. The total contract amount, including all options (5 years) shall not exceed $1,028,000.00. This service contract requirement is estimated for award on /or around October 01, 2015. The final contract award shall be based on Lowest Price Technically Acceptable (LPTA), where the Government would not realize any value from a proposal exceeding the Government's minimum technical or performance requirement; in which, there will be no tradeoffs between price and no-price factors. The LPTA Source Selection criteria shall evaluate cost/price and the acceptability of the service, in which, the criteria include the following in descending order of importance: 1) Price; 2) Past Performance; 3) Technical Capability; and 4) Geographically location of the contractor within 100 mile radius of the VASLCHCS, Salt Lake City, UT Campus. These evaluation factors and /or sub-factors are the uniform baseline against which each offeror's proposal is evaluated allowing the Government to make a determination of acceptability. All interested contractors who can meet the requirements stated above should respond by email, in writing, with information describing their interest, capabilities, geographic location and indicate which small business category for which they qualify to the Contracting Officer shown above no later than 4:00 p.m. Mountain Division Time (MDT) Thursday, May 14, 2015. The Solicitation (RFP) VA259-15-R-0334 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 561730 is applicable to this acquisition with a Business Size Standard of $7.5 million. Interested contractors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract.
