The Government has conducted market research via two (2) sources sought notices, the first in September 2012 and the second in July 2014. The purpose of the sources sought notices for this requirement was to determine the availability of commercial or non-developmental items, inform industry of Gov't intentions, and to identify potential sources. As a result of the Government's market research, this procurement will be competed on an unrestricted basis via full and open competition. The SPAWAR small business office concurs with this decision. The Government anticipates issuing a single-award indefinite-delivery, indefinite- quantity (IDIQ) contract using full and open competition and best-value/trade-off source selection procedures. The contract type is expected to be a hybrid with Fixed- Price-Incentive, Firm-Fixed-Price, Cost-Plus-Fixed-Fee, and Cost-only Contract Line Item Numbers (CLINs). The period of performance is expected to be a single five- year ordering period with an additional five-year option. A solicitation is anticipated to be released mid to late first quarter CY15 with contract award anticipated early fourth quarter CY15. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted in response to this synopsis. Any information submitted in response to this synopsis will become property of the U.S. Government.
