- The purpose of Amendment 2 is to: 1): Questions are DUE: THURDSAY (not Tuesday) May 7, 2015 2): The Statement of Work refers the reader to FAA/DOT Specifications, Standards, and Orders. (a) The means to which readers are to obtain this information is not accessible. The TFDM program has provided the following documents: (i) Technical Specifications for Content Developers Guide (ii) FAA Section 508 Standards and Guidelines (iii)FAA Section 508 Policy for e-learning (iv)eLearning Design and Style Guide (v)FAA eLMS Content Integration Guide 112614 ******************************************************** The purpose of Ammendment 1 is to: 1) Revise the date in Questions, Requests for Clarifications of the announcement as follows: All questions and clarifications relating to this SIR must be received by the Contracting Officer by Tuesday, May 7, 2015 at 10:00 A.M. Eastern Time. 2) Replace Section L with Section L Amendment 1 **************************************************** This Screening Information Request (SIR) is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11. This SIR is not to be construed as a contract or a commitment of any kind. SIR RELEASE: APRIL 22, 2015 This is a full & open competition. The FAA anticipates a single award which may include CPIF, CPFF, T&M, FFP and IDIQ CLINs. The period of performance will be a Base Period of (5) years with the potential of (7) one-year option periods, totaling a potential of (12) years. Offerors must comply with all instructions in Section L when developing proposals. Failure to comply with the instructions may result in a determination that the Offeror ™s proposal is non-compliant. Expenses Related to Offerors Submissions: Offerors are warned that the FAA is not responsible for, and will not pay or reimburse, any costs incurred by the Offerors in the development or submission of any aspect of their proposal under this SIR. Dispositions of Proposals: Proposals will not be returned. Errors, Omissions: If an Offeror believes that these instructions contain an error, omission, or are otherwise unsound, the Offeror must immediately notify the Contracting Officer in writing with supporting rationale but no later than12 noon, Thursday May 7th, 2015. Discrepancies not brought to the attention of the Contracting Officer prior to proposal submission, are waived. Questions, Requests for Clarifications: All questions and clarifications relating to this SIR must be received by the Contracting Officer by Tuesday, April 1, 2015 at 10:00 A.M. Eastern Time. Proposal Delivery Instructions: (Please pay close attention to Section L.5.2) for instructions on Commercial Carrier and Hand Delivery of Proposals. *** All deliveries are to receive written confirmation from the Contracting Officer or Official Designee prior to leaving the lobby. Such written confirmation will consist of, at a minimum, the number of boxes delivered, deliverer ™s name (commercial carrier or company representative/title), date/time, and both the Contracting Officer ™s or Official Designee and Deliverer ™s signatures. *** Deliveries can be made only during normal business hours Monday June 15th from 9am ET to Thursday June 18th at 4pm ET and Friday June 19th from 9am ET to NLT Friday June 19th at 12pm (noon) ET.
