- DLA Energy, Aerospace Energy intends to issue an unrestricted Request for Proposal (RFP) on a full and open competitive basis for the procurement of Gaseous Argon, NSN 9135-00-882-1793, type I, Grade A, 99.998% purity, IAW MIL-PRF-27415C, dated 7 Aug 2013, for delivery into United States Government-owned cylinders on f.o.b. origin basis. Additionally, the requirement includes Gaseous Argon delivered on an f.o.b. destination basis into Pi stamped 578 CF European Union Cylinders, also IAW MIL-PRF-27415C, dated 7 Aug 2013. Also included in the requirement will be associated services such as maintenance requirements for the cylinders including recertification, painting, replacement parts, and reidentifications, and other services such as loading and securing cylinders, painting cylinders, load lock and bracing cylinders, cylinder disposal, demilitarizing of cylinders, various reports and document and other services. The estimated cylinder quantities are 1,440 of the 578 CF for the Eastern locations; 45 of the 255 CF for the Eastern locations; 1,215 of the 578 CF for the Western locations; and an estimated 550 of the 578 CF cylinders for the European Union Region locations (Lakenheath AB, Spangdahlem AB, Ramstein AB, and Aviano AFB). The RFP will be issued under this notice on or about 30 April 2015, and will be posted to the FedBizOpps web page (http://fbo.gov/) The Government intends to award one or more Firm Fixed Price Requirements type contract(s) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The Period of Performance will be five years from 1 October 2015 through 30 September 2020. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2.
