- Solicitation Package The United States Government, represented by the U.S. Agency for International Development, (USAID/Ethiopia) is seeking quotations from qualified local organizations interested in Analysis of areas of greatest impact for Reproductive, Maternal, Newborn and Child Health (RMNCH) project as more specifically described in Section B (Statement of Work). The competition under this solicitation is limited to local entities in accordance with Section 7077 of Public Law 11 2-74, the Consolidated Appropriations Act, 20 12 (P.L. 112-74) titled “Local Competition Authority,” and provides as follows: “Section 7077: (a) Local Competition - Notwithstanding any other provision of law, the USAID Administrator may, with funds made available in this and prior Acts, award contracts and other acquisition instruments in which competition is limited to local entities if doing so would result in cost savings, develop local capacity, or enable the USAID Administrator to initiate a program or activity in appreciably less time than if competition were not so limited.” Fo r th e purposes of thi s so li c itation, “lo ca l e ntit y” m ea n s a n indi v idu a l, a corporation, a n o nprofit organization, or a nother body of persons th a t: 1) is legally organized under the laws of: 2) has as its principal place of business or operations in; and 3) either is: (A) majority owned by individuals who are citizens or lawful permanent residents of; or (B) managed by a governing body the majority of whom are citizens or lawful permanent residents of; a country receiving assistance from funds appropriated under title III of this Act. The authority for this RFQ is found in the Foreign Assistance Act of 1961, as amended and FAR Part 13 (Simplified Acquisition Procedures). For the purposes of this program, this RFQ is being issued and consists of the cover letter and the following: 1. Section A – Quotation Submission Instruction/Format; 2. Section B – Statement of Work; 3. Section C – Evaluation Criteria; 4. Section D – Purchase Order Administration Data 5. Section E – Special Purchase Order Requirement 6. Section F - Contract Clauses; 7. Section G - Solicitation Provisions 8. Section H – Special Provisions Quotes shall be only submitted via e‐mail at to tgebremedhin@usaid.gov and cc to caddis@usaid.gov.Electronic submissions must be received by the stated closing date and time. Quotes received after the deadline will not be considered. Incomplete information submitted in response to this request for quotation will result in disqualification from competition. Hard copies are not requested and will not be considered. A firm-fixed price purchase order will be awarded to the technically acceptable responsible offeror that submits the lowest quote. For all inquiries, provide a contact person's name, title, phone number and email address. Offerers must provide a copy of their certification of registration and license from the appropriate Ministry/Agency of the Federal Democratic Republic of Ethiopia with their offers. Issuance of this RFQ does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a quotation. In addition, final award of any contract cannot be made until funds have been fully appropriated, allocated, and committed through internal USAID procedures. While it is anticipated that these procedures will be successfully completed, the potential offeror is hereby notified of these requirements and conditions for award. Quotations are submitted at the risk of the offeror; should circumstances prevent award of a contract, all preparation and submission costs are at the offeror's expense.
