STATEMENT OF WORK/POSITION DESCRIPTION : I. SCOPE OF WORK Background: USAID/Liberia works closely with the Government of Liberia (GOL), aligning program priorities with Liberia's priorities and goals. In the health sector, USAID's program supports the Ministry of Health (MOH) to implement Liberia's ten-year National Health and Social Welfare Plan and Policy (NHSWPP), 2011-2021, which aims to improve the health status of all Liberians by increasing access to and utilization of quality services, decentralizing management and decision-making, and ensuring affordability of services. The Mission's average annual health program budget is approximately $46 million, and supplemental funding to support Liberia's recovery from the Ebola crisis is expected to substantially increase the size and scope of USAID/s bilateral health portfolio in FY 15-16. Presently, a substantial portion of this support is channeled directly through GOL systems through an innovative Fixed Amount Reimbursement Agreement (FARA) with the MOH. USAID/Liberia remains at the forefront of USAID/Forward reforms aimed at increasing the use of partner country systems to improve aid effectiveness. The 4-year, $42 million FARA is USAID's primary vehicle for supporting health service delivery in Liberia. The FARA is coupled with "wrap-around" technical assistance provided through grants and contracts to non-governmental organizations to assist the MOH in managing service delivery while strengthening core health system functions and building institutional capacity. As part of the nationwide investments, USAID/Liberia works closely with the MOH to plan and implement Behavior Change Communication (BCC)/Information, Education, and Communication (IEC) activities and a community mobilization strategy that benefits Liberia as a whole through increased healthy behaviors and demand for health services. USAID/Liberia efforts complement MOH activities with community-level support that increases access to and utilization of services, promotes demand for health and child welfare services and appropriate health related behavior change, supports decentralization and financial sustainability of community based services, builds local capacity to implement and manage programs, and improves safe water supply and sanitation. Emphasis is placed on key cross-cutting issues such as promoting gender equity, quality and accountability in community service delivery; leveraging key partnerships and private sector engagement; community approaches, behavior change interventions and involvement of civil society. Collaborative efforts are focused on sustainable strengthening of the community health, social and WASH systems that deliver through evidence-based, tailored intervention strategies. Specific activities employed by USAID/Liberia will be wide ranging, influencing family planning and reproductive health; maternal, neonatal, and child health; malaria; nutrition; water, sanitation, and hygiene (WASH); HIV prevention and control; and post Ebola health care services restoration programming. Organizational Structure The Senior Community Health Advisor will sit in the Health Office of the USAID/Liberia Mission. One of four technical offices within the USAID/Mission (Education, Economic Growth, Democracy and Governance, and Health), the Health Office currently has a staff of 14 members including 2 US Direct Hires and a combination of U.S. and Third Country National (TCN) Personnel Services Contractors (PSCs) as well as local Foreign Service National staff. The Health Office is organized into two sub-teams: the Health Service Delivery Team, and the Health Systems Strengthening Team. The USAID/Liberia health activities fall under Development Objective Three: Improved Health Status of Liberians. The Senior Community Health Advisor is under the supervision of the Health Office Director. S/he supervises one or more FSN staff. Major Role and Responsibilities The Senior Community Health Advisor will provide leadership to USAID/Liberia's community health, WASH and nutrition portfolios. S/he will oversee USAID/Liberia's main community health flagship activity and serve as the activity manager on several centrally funded mechanisms. Additionally, s/he will supervise and mentor local staff serving on the community health portfolio for the USAID/Liberia Health Office. The Senior Community Health Advisor will serve as the key technical guide, strategic planner, resource and staff manager and interlocutor with external partners. As a senior manager, s/he will exercise significant independent judgment on matters of policy, management and technical direction and will make decisions and provide recommendations to help ensure successful program implementation and successful external partnerships. S/he will supervise foreign service national (FSN) staff and be responsible for managing the newly awarded $24.8 million Partnership for Advancing Community-Based Services (PACS) as well as provide technical leadership and management to a range of USAID/Liberia programmatic activities related to community health, demand creation, nutrition, WASH and risk communications. Major duties and responsibilities of the position include: Oversee the Community Health Portfolio of the USAID/Liberia Health Office including staff and all community health and social mobilization activities. Provide technical leadership and programmatic guidance in the planning, development, and managerial aspects of the community health, behavior change, demand creation, and enabling environment components of the portfolio, including: determination of work priorities; making decisions on implementation matters; identifying and resolving program issues and bottle necks; assuring that all activities are implemented in a technically-sound and cost-effective manner; and that activities are carried out in accordance with all applicable USAID regulations. Participate as an active member of the Mission's Health Development Objective team. Provide leadership, technical and organizational input and oversights for USAID/Liberia's overall community-based health programming, including WASH, nutrition, risk communication, sanitation and hygiene, infection prevention, gender equity, HIV prevention, stigma reduction as well as other program opportunities as they arise. Serve as the USAID focal expert on nutrition and lead the coordination between the Health and Economic Growth Teams on all matters related to nutrition programming. Function as the Agreement Officer's Representative (AOR) or Contracting Officer's Representative (COR) for activities within the Health Office. Establish and maintain strong and effective working relations and coordination with senior-level officials within the national and local governments of Liberia, the multilateral and bilateral donor community, Liberian and international civil society organizations (NGOs and PVOs), and members of the academic and scientific community. Actively foster and facilitate USG interagency collaboration and cooperation. Provide strategic, diplomatic and management support to Health Office staff working on community-based health activities, WASH, nutrition and risk communication. Represent USAID/Liberia in meetings, technical working groups, seminars and conferences on community-based health, nutrition, risk communication, and hygiene and sanitation issues, locally, regionally and internationally. In consultation with the Health Office Director, advise USAID/Liberia's Mission Director, Embassy staff, senior USAID/Washington personnel and technical offices and the Government of Liberia regarding community-based health, nutrition, WASH, and risk communication related issues affecting policy, strategic planning, technical direction, programming, activity design, budgeting, implementation, monitoring, managing for results and other USAID program management matters. Design health development activities to meet Mission strategic objectives, as needed. This includes preparing statements of work for program descriptions, requests for proposals/applications, action memos, decision memos, Congressional Notifications, etc. Participate actively in the procurement process, as needed, in consultation with the USAID/Liberia's Office of Acquisition and Assistance and other US government stakeholders. Undertake other tasks, as required by the Health Officer Director, and which are consistent with the advisory, managerial and reporting requirements of this position. EVALUATION FACTORS Candidates will be evaluated and ranked based on the following selection criteria: 1) Education and Technical Knowledge (15 points): Masters level or higher degree in health, health related science or a related field; knowledge of and expertise in at least one of the following fields: community health, hygiene and sanitation, nutrition, demand creation, risk communication or other health development field relevant to USAID programs; and demonstrated knowledge of development program administration and management. 2) Work Experience (30 points): Minimum 10 years in working in public health and/or science field including field experience managing community health programs in a developing or an emerging economy country setting; demonstrated experience in program strategic planning and management; demonstrated experience in leading and managing teams and exercising independent judgment. Experience in West Africa is strongly preferred. In addition, the following demonstrated experience is necessary: a. Demonstrated superior analytical, writing and oral presentation skills, preparation of contractual scopes of work, technical reports, and policy briefs. Maximum Points Available: 100 At USAID's discretion, reference checks and interviews may be conducted as part of the selection process. 1. TERM OF PERFORMANCE The base term of the contract will be for two years, which may be extended upon mutual agreement and subject to satisfactory performance and availability of funds. This position has been classified as equivalent to a GS-14 position in the USG Civil Service. The actual salary of the successful candidate will be negotiated depending on qualifications and previous salary history. In addition to the basic salary, differentials and other benefits in effect at the time and which are applicable and subject to change on a similar basis as for direct-hire USG employees, will be added. 2.
