Description
Naval Facilities Engineering Command (NAVFAC) Southwest, San Diego, California, is preparing to release a Solicitation for a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Environmental Multiple Award Contract (EMAC) for range sustainment and environmental remediation services at various locations within the Naval Facilities Engineering Command, Southwest (NAVFAC SW) footprint and other Naval and Marine Corps Activities within the NAVFAC area of responsibility. This is a competitive procurement being solicited as a 100% set-aside for small business concerns. Market research was conducted to determine whether this procurement should be set aside for small business programs. As a result of the market research analysis, it was determined that there are at least two (2) qualified small business firms to perform the type of work solicited. On 14 November 2013, the Small Business Program Office concurred with the 100% small business set-aside determination. This acquisition is set-aside for qualified small business firms. In order to qualify as a small business firm, companies must meet the requirements listed at the SBA ™s webpage (http://www.sba.gov/content/determining-business-size), be self-certified as a small business under the North American Industry Classification System (NAICS) Code 562910, and have current registration in the System for Award Management (SAM) database. The main focus of this contract is performance of range sustainment projects including but not limited to: range clearance; processing and recycling of range residue (defined as ordnance scrap and target debris); UXO clearance/removal/venting and disposal; explosive anomaly avoidance; range component layout/reconfiguration; range closure; small arms range sustainment, range alteration, and range renovation; target restoration/removal/replacement, renovation and sustainment; small arms berm projectile mining services. This acquisition encourages innovative approaches to safely and cost effectively perform range sustainment and remediation work. The additional focus of this contract is performance of range remediation projects involving environmental work such as investigations and/or remediation. Range remediation projects may include, but are not limited to; assessment and remediation of Munition Response Program (MRP) sites, restoration and/or remediation of formerly used defense sites to include both munitions components and hazardous, toxic, and radiological waste (HTRW) components. The work to be ordered under this contract will be performed at various locations within Naval Facilities Engineering Command, Southwest (NAVFAC SW) footprint. Work may be located in Alaska, Arizona, California, Colorado, Nevada, New Mexico, Oregon, Utah, and Washington. Although these are the principal geographical areas of performance, the contractor may be required to perform at other Naval and Marine Corps activities within the NAVFAC area of responsibility. However, the majority of the work is expected to be performed in California. The Contract term is for a base period of twelve (12) months with four (4) one-year option periods, for a maximum total maximum period of (five) 5 years. The NAICS Code for this acquisition is 562910, Environmental Remediation Services, with a corresponding small business size standard of 500 employees. The aggregate maximum dollar value of this procurement, including the base year and four on-year options under the resulting contracts, shall not exceed $95,000,000. Task Orders awarded from this contract will range between $100,000 and $5,000,000. The Government makes no representation as to the number of task orders or actual amount of work to be ordered. The minimum guarantee is $5,000 for the performance period of the resulting contracts. This acquisition will utilize the Best Value Tradeoff source selection process as described in FAR 15.101-1 with the intent to award a minimum of three and a maximum of five contracts to the offerors whose proposals, conforming to the Request for Proposal (RFP), are the most advantageous and offers the best value to the government, price and other factors considered. Offerors are encouraged to submit their best proposal as the Government intends to evaluate proposals and award without discussions. The Government reserves the right not to award PTO 0001 or to award it at a later date after the award of the basic contract. Selection for award will be based on evaluation of the following factors: Factor 1 “ Experience of the Offeror, Factor 2 “ Technical Approach (PTO 0001), Factor 3 “ Safety, Factor 4 “ Management Approach, Factor 5 “ Past Performance, Factor 6 “ Price (PTO 0001). The solicitation will be available by electronic media under pre-solicitation notice N62473-15-R-0813 and can be viewed and downloaded from Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil and from Federal Business Opportunities online (FEDBIZOPS) located at https://www.fbo.gov on Monday, 11 May 2015. Prospective Offerors MUST register themselves on the aforementioned websites. There will be no paper copies of this solicitation issued. Amendments will be posted on the NECO and FEDBIZOPS websites for downloading. This will be the only method of distribution; therefore, it is the offeror(s) responsibility to check the website(s) periodically for any amendment(s) to this solicitation. Offeror(s) must be registered in the Systems for Award Management (SAM) at www.sam.gov and meet eligibility requirements to participate in this procurement. Plan holders lists will not be faxed and will be available only at the NECO/FEDBIZOPPS Internet website addresses listed above. A pre-proposal meeting/site visit for the Proposed Task Order 0001 project is scheduled for 21 May 2015 at 10:00 A.M. local time at Camp Billy Machen, Niland California. Details on regarding the pre-proposal meeting/site visit will be provided in the solicitation. The closing date set for receipt of proposals is 2:00 local time on Tuesday, 16 June 2015.
