Description

100% SMALL BUSINESS SET ASIDE The National Cemetery Administration is soliciting offers under Solicitation No. VA786-15-Q-0197 to provide blank granite columbarium niche covers for use as replacements. Replacements must be comparable in color and shading to the existing granite niche covers mounted on columbaria at Texas State VC at Abilene TX. All stone shall be obtained from quarries within the United States of America having adequate capacity and facilities to meet the specified requirements. For aesthetic purposes, the supplied material must match existing material having characteristics of granite from Georgia. Granite shall conform to the definition of granite as defined by ASTM- C119. Granite provided under this contract shall be standard grade, fine to medium grained material as classified by the National Building Granite Quarries Association. Granite must conform to the definition of granite as defined by ASTM- C119. Granite shall be a uniform shade of fine to medium grain gray color of (N7 to N7.25) as judged against the (Munsell Neutral Value Scale, Matte 31 - step scale). The face and sides of each niche cover shall be uniformly machine honed to a finish utilizing an 80 grit displaying a smooth satin surface, free of scratches, saw marks, rust spots and skips. The back of the niche covers shall have a smooth sawn finish or finer. All edges along the front, back and corners shall be uniformly rounded. The minimum 1/16" rounding along backside edges is preferred. Four holes are to be core drilled in each cover as shown on drawing. The holes shall be perpendicular to the face of the cover. The holes shall have smooth side walls, with one centerline, and no visible change in the side wall from drilling the hole from opposite faces. Evaluation criteria for this award will be in Lowest Price Technically Acceptable (LPTA). Potential offerors shall submit at their expense one (1) blank granite niche cover according to the specifications in the RFQ. Contractors having previous approval of a full size niche cover sample within the last 12 months may submit a copy of that approval in lieu of submitting an actual full-sized sample. A 6" x 6" sample representative of the stone to be used and finished per Sections 2.0 and 3.0 above shall be required for review. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around April 29, 2015. Responses to the solicitation are due by 12:00 p.m.on or about May 15, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. No telephone requests will be accepted.
