- Payment Error Rate Measurement (PERM) Review Contract (RC) Solicitation Number: RFP-CMS-2015-8A-0099 Source Sought Number: CMS-2015-PERMRC This synopsis is a pre-solicitation notice and is not a Request for Proposal (RFP). This will be an 8(a) competitive procurement. The Centers for Medicare & Medicaid Services (CMS) will be soliciting for a Review Contractor (RC) to research, collect and request state Medicaid and Children HIP medical policies from the states, request and receive medical records from the providers, perform the medical reviews, collect claims payment policies, fee schedules and processing system manuals for data processing review, visit state offices/and or provide web-based calls for orientation to RC processes to perform data processing reviews and visit state offices and/or remotely perform data processing reviews. The RC will provide its medical and data processing review findings to the Statistical Contractor (SC) and, based on calculations performed by the SC, the SC and RC will jointly write the PERM final report that will be submitted to CMS. This procurement will be a competitive 8(a) set-aside under NAICS code 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $15 million. The RFP will be issued under RFP-2015-8A-0099. CMS anticipates award of a Fixed Price contract for a 33-month Base Period and two 33-month Option Periods that can be exercised at the unilateral discretion of the Government. All prospective Offerors must be registered in the System for Award Management at http://www.sam.gov. The solicitation will be available on or about May 12, 2015, and it will be distributed solely through the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Proposals are expected to be due 30 days from the RFP issue date. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. No telephone requests or written requests for the RFP will be accepted. Contractors must be free of conflicts of interest or prepare an OCI mitigation plan to address any actual, potential or apparent organizational conflicts of interest that could arise.
