Description
Sole Source Notice H92257-15-Q-0122 SUMMARY: This acquisition is intended for award as a sole source to Tripwire Operations Group LLC, 1685 Baltimore Pike, Gettysburg, PA 1732-7974. This document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81 and the Defense Federal Acquisition Supplement (DFARS), current to DPN 20150420. The NAICS code for this procurement is 611699 and the small business size standard is $10 million. Contractor shall provide Tripwire HME Course, seven (7) day tripwire and HME training. This is and interactive course that provides K9 handlers the foundations of recognizing precursors of energetic material associated with Improvised Explosives (IE). Through analysis of transnational tactics, techniques and procedures combined with practical exercises, students will hone their ability to recognize, react and advise leaders appropriately to IE threats. Students will develop a deeper understanding of fuel/oxidizer hypergolic and explosive mixtures, initiation characteristics and detection limitations. With hands-on mixture of secondary mixtures, students will gain clearer insight to the unconventional tools and methods used to make IE. Handler/ K9 teams will be challenged with unfamiliar IE mixtures and precursors based on real-world incidents. Lectures and demonstrations will cover: Properties of improvised explosives, sensitivity, identification technology, vapor pressure and odor, fuel/oxidizer mixtures using ammonium nitrate, potassium chlorate and hydrogen peroxide. Practical Exercises will include: Impact sensitivity of peroxide and potassium chlorate based IEs, mixture and detonation of secondary explosives, odor challenges with buried and surfaced laid IEs and precursors, post-blast hides, and large quantity hides of peroxide based IEs.
