- Small Business sheet Requirements This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security and specifically the Federal Law Enforcement Training Center (FLETC) is requesting market research information in order to identify potential sources that can supply a Commercial Off the Shelf (COTS) solution to develop, publish, and manage a mobile application. This FLETC seeks to improve the student experience by providing a convenient source of aggregated information useful to the student such as a campus map, student handbook, and recreation schedule. This will reduce time spent looking for the information from individual sources and potentially reduce time, effort, and costs for printing documents such as the student handbook. The government prefers an HTML5 mobile web application but with the option of deploying a native application later. Vendors should provide a COTS solution. The FLETC desires an "end to end " turn-key solution including professional services to develop and design the app, a convenient console or interface to manage content once deployed, and support. The FLETC requests the following information from potential sources: • Company name, Duns number, street address and point of contact with phone number and email address. • Is your company registered in the System for award Management (SAMS) which is the official US Government system for contractors? • If you have a current GSA contract for Commercial Wireless Internet Services, please provide the GSA Schedule Number and the SIC code that apply. • Provide a brief capability statement (not to exceed 10 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements stated in the attached Requirements document and the information discussed in paragraph 2 of this RFI. • What is your socioeconomic status? (see attached small business definition sheet) • Do you currently have contracts with other government agencies (to include federal, state and local) for mobile applications. Please provide the Agency name and point of contact information and contract number if possible. • Please provide publically available price lists for mobile applications to include warranty terms and costs for maintenance/support beyond the initial warranty period. • Identify and explain the experience you have in developing mobile applications for Universities or learning institutions. Include contact information for those entities you have worked with. • If standard pricing list exists for the COTS solution please provide information. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation.
