Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build construction of a Combined Heat and Power (CHP) Plant and New Steam Generation System at the Dublin, GA VA Medical Center (VAMC). PROJECT DESCRIPTION: In an effort to improve energy efficiency and reduce energy consumption, the Department of Veterans Affairs has commissioned the construction of the Combined Heat and Power (CHP) Plant and New Steam Generation System project at the Dublin VA Medical Center (VAMC) in Dublin, Laurens County, Georgia. It is currently planned that the CHP and New Steam Generation System construction project will consist of a single 1.2 megawatt natural-gas fired, spark ignition engine generator which will provide peak-shaving electricity for the entire Dublin VAMC Campus. The engine's rejected heat will be used to produce both steam and hot water with a portion of the steam driving a new 150-ton absorption chiller. The prime gen set will provide a new, reliable, and efficient source of electrical generation, steam, as well as hot and cold water for the VAMC campus. In addition, operation of the CHP will reduce emission levels of carbon dioxide (CO2) and greenhouse gases when compared to conventional means of power generation and distribution. Planned facility upgrades will also include replacement of the three (3) existing boilers with five (5) new 250-BHP dual-fired, fire-tube boilers with a new control room. The project will include the construction of a new ~6,500 square foot building to house the generator and associated mechanical and electrical equipment. The ground level of this two-story, pre-cast building will house the generator set (with a spare pad) with the heat-recovery steam generator placed on the mezzanine level. The ground level will also accommodate two of the five boilers, with the remaining three being placed within the existing boiler room. The 1st level will house the necessary electrical equipment. Roof mounted equipment will include remote radiators and ventilation exhaust hoods. New controls systems will integrate the new CHP plant and boilers into the facilities existing systems. CHP Plant designed to reduce sound via mass walls in chase & critical grade mufflers. New parallel switchgear will be installed and connections made within the existing switchgear building downstream of the existing meters (It must be noted that any required Georgia Power design services and/or infrastructure improvements have yet to be determined). The design includes the addition of a 150-ton absorption chiller in the existing Chilled Water Plant and replacement of two existing 500 ton chillers in kind at that same location. The addition of the absorption chiller will displace the existing motor control center, air handler, and strainer. A new stand-alone building (approximately 20-foot by 27-foot) will be constructed adjacent to the Chilled Water Plant to house the displaced exiting motor control center. The air handler and strainer will be reconfigured within the existing chiller plant. The existing three-cell cooling tower will be replaced in kind re-using the foundation of the existing. The Dublin VAMC lies within an attainment area, therefore, the generator will not require air emissions control equipment to meet regulatory requirements. It is currently anticipated that the CHP plant can be permitted as a Synthetic Minor Air Source under current State of Georgia emissions regulations. This project will attempt to obtain two (2) Green Globes utilizing the sustainability measurement tool of the Green Building Initiative (GBI). ADMINISTRATIVE: The solicitation will be issued as a "Request For Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All Service-Disabled Veteran-Owned Small Businesses must be verified by the VA's Center for Veterans Enterprises (CVE) (http://www.vetbiz.gov). The applicable NAICS code is 237130 with a size standard of $36.5 million. The solicitation will be issued on or about May 12, 2015. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00. All questions must be submitted in writing to the issuing office via email to donald.marsh2@va.gov.
