Description
This is a list of questions and answers regarding the crane requirements. THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. The Government is seeking information from all sources regarding a potential contract to procure a Gantry Crane capable of moving concrete target blocks with a minimum weight of 1.7M pounds (850 short tons) and minimum varying dimensions of 25'x25'x17' to 40'x40'x 7' at the 96th Test Group, 846 Test Squadron, located at Holloman AFB, NM. Respondents will not be notified of the responses to this RFI. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. In accordance with FAR 52.215-3, this notice is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by a respondent as "Proprietary" or "Confidential" will not be disclosed outside of Government channels. While a final decision has not been determined, the North American Industry Classification Systems (NAICS) code is preliminarily set as 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. A set-aside determination has not been made, but is being considered. The Product and Services Code (PSC) is 3950, Winches, Hoists, Cranes, and Derricks. SECTION 1 - BACKGROUND The 96th Test Group at Holloman AFB, New Mexico, is a unit of the 96th Test Wing, Eglin AFB FL. As part of the 96 TG, the Holloman High Speed Test Track (HHSTT) conducts impact tests to evaluate performance, survivability and lethality of weapon systems. Large concrete targets are manufactured near the impact area of the track and moved into place using a gantry crane. The current gantry crane used to move targets into position is limited to 160 tons constraining the maximum target size to 22'x22'x4'. Providing larger, monolithic targets would enable more realistic target configurations. A gantry crane capable of moving a minimum weight of 1.7M pounds (850 short tons) would provide the opportunity to test against 25'x25'x17' or 40'x40'x 7' target blocks. SECTION 2 - PURPOSE OF RFI: This notice is issued for the purpose of identifying potential sources capable of meeting the 846th Test Squadron's requirements. The Government intends to use information gathered from industry to gain awareness of capabilities, determine interested parties, and to support the formulation of an acquisition strategy. SECTION 3 - SCOPE OVERVIEW: The crane shall be capable of lifting and placing targets upto 40 feet high and 40 feet wide with a minimum weight of 1.7M pounds (850 short tons). The crane shall be capable of providing a minimum of 18 inches of clearance between the bottom of the target and the ground. The crane shall be capable of lifting and moving targets from the assembly area to the placement location. The targets will need to be moved over a packed uneven soil surface. The crane shall be capable of placing multiple blocks against each other in the target area. The crane shall be capable of moving targets across terrain with up to a 5 degree slope. The contractor will need to have the capability to deliver, assemble and train HHSTT personnel on proper use and maintenance of the crane at Holloman AFB NM. The contractor will be required to bring all items necessary for assembly of the crane. The contractor may be requested to design the lifting hardware needed to tilt up and carry the targets. The contractor may be asked to recommend appropriate lifting devices capable of handling the target. SECTION 4 - RESPONSE INSTRUCTIONS: Interested parties are encouraged to submit a capability statement not to exceed 20 pages in length including any pictures, diagrams and other materials. If submitted electronically, all responses must be provided in a Microsoft Office or Adobe format. Physical submissions must include original plus two (2) copies. Capability statements should include as a minimum: Company Name, Address, POC with Phone Number and E-mail Address, DUNS Number and CAGE Code Business size based on NAICS 333923; Size Standard: 500 Employees Any supporting information regarding ability to meet the general requirements listed above. Identify whether the items are considered commercial items Capability statements are due by 2:00 pm MDT on 5 May 2015.
