- The U.S. Army Corps of Engineers, Philadelphia District intends to initiate a sources sought notice to gather market research to identify resources available to relocate the current winch and provide and install a new winch. This sources sought notice is for INFORMATION PURPOSES ONLY. This is NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The Louisville District of the Corps of Engineers intends to procure a (1) barge hauling winch for use on the Wicket Lifter barge servicing Lock and Dam 52 on the Ohio River system. The winch will be used to position a wicket lifter barge across the face of a wicket dam while an excavator and crew raises or lowers the wickets to adjust pool elevation. The winch provided will be permanently installed on the barge located at Lock and Dam 52, 1153 West 3rd Street, Brookport, IL 62910. The new barge hauling winch to be provided shall have the following specifications and be constructed in accordance with the minimum standards of ASME B30.7: -50,000 pounds line pull at 8-10 feet per minute line pull when pulling on a second wire wrap layer of the drum. -Winch driven by AC variable speed motor sized for 26,000 pound line pull with full reverse to full ahead. Full speed to be 35-40 feet per minute. -Helical type reduction gears coupling the motor and winch. -Dual braking system, consisting of an electric motor mounted primary caliper-type brake, and a winch drum mounted secondary drum-type brake, both rated at 90,000 pounds line pull. -Both brakes shall be electrically operated, spring applied fail safe brakes, and shall be wired into an emergency stop system. -Emergency stop system shall apply both brakes and sound an audible alarm when applied. -Drum with grooved lagging, a core diameter of 24 inches, and sized to store 2200 feet of 1-1/4 inch 6x37 IWRC EIPS non-twisting wire rope. -Winch provided with a fully adjustable level wind system. -Winch capable of being controlled remotely. -Winch supplied with end of travel limits and over speed detection. -Winch wire shall be supplied with removable floats to maintain the winch wire afloat while it is paid out. The Contractor shall be responsible for relocating and testing the current winch (Wintech Model DP25000-50) at a forward location of the barge defined by the Government. The relocation consists of: removing and scrapping the existing foundation, fabricating and installing a new steel foundation at said location, relocating and installing the existing winch at the location, and testing the winch. The Contractor shall also be responsible for providing and installing the new winch. The installation consisting of: fabricating and installing a new steel foundation, furnishing, installing, aligning, and testing the new barge hauling winch, and connecting the winch to the barge electrical system. The Contractor is not responsible for any design work or engineering to develop the new foundation details, the Government will provide a design for the foundation to include all structural and weld details. The Government will provide crane and rigging support to unload the winch during delivery and also to position the winch on to the barge. Machining and tooling required to install (mechanically and electrically) the winch shall be provided by contractor. For this sources sought notice, the following NAICS codes are applicable 336611, 488390, 333120, and 423810. The size standards are 1000 employees, $38.5 million, 750 employees, and 100 employees respectively.
