- The following information is preliminary and subject to change. This synopsis does not establish any substantive obligations giving rise to enforceable rights to any party outside of the Agency. The National Aeronautics & Space Administration (NASA), John F. Kennedy Space Center (KSC) intends to issue a Draft Announcement for Proposals (AFP) on, or about, May 4, 2015. The purpose of the Draft AFP is to provide advance notice of an opportunity for launch service providers to develop commercial vertical launch capabilities on KSC. Also, the Agency invites industry comments and questions on the Draft AFP. Industry comments and questions will be taken into consideration before a Final AFP is issued later this year. In addition to vertical launch as the primary land use, the AFP allows proposers to request other ancillary land uses, if required, to support an end-to-end launch service concept of operations at KSC. The ancillary land uses are described in the KSC Master Plan as Vertical Landing; Launch Operations and Support; and, Assembly, Test and Processing. The definitions of these land uses and additional information on the KSC Master Plan is available at: http://masterplan.ksc.nasa.gov NASA welcomes comments and questions on all sections of the Draft AFP, but is particularly interested in receiving comments on the following: 1.Instructions to Proposers and Evaluation Factors 2.Page limitations 3.Interest in a Site Visit and Industry Briefing 4.Proposal due date 45 days after AFP release 5.Terms and Conditions for a land use agreement Comments and questions on the Draft AFP must be submitted to the Agreements Officers listed below. Respondents may also indicate their level of interest in this announcement. Comments and questions are due no later than 12:00 pm EDT on May 18, 2015. Draft AFP responses should include the following: 1) Company name, designated point of contact, email address and phone number; 2) The nature of interest (i.e. primary user, part of multi-user consortium, site operator); and 3) Comments and questions on the Draft AFP. An electronic PDF file submitted by email is preferred. NASA intends to release the Final AFP as soon as practicable after receiving industry comments. Potential respondents are responsible for monitoring the internet site below for the release of the Draft AFP and for downloading their own copy of the Draft AFP, Final AFP and any amendments.
