According to the market research conducted, the requested items are available under the Army DOD Enterprise Software Initiative (ESI) agreement. CHESS on behalf of the DoD ESI Program, IBM Consolidated Products BPA, has awarded a new IBM On-Ramp Blanket Purchase Agreement to provide IBM Software product licenses and maintenance to DoD agencies and their support contractors, the U.S. Coast Guard and the Intelligence Community. The BPA was awarded competitively against GSA schedule. Therefore, the vendors who fall under this BPA are the only ones allowed to submit a quote.
