Description
Updated questions and answers. SUMMARY This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), or an indication that the Government will contract for any of the items and/or services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a contractor in any future contract RFP. The Program Executive Office for Unmanned Aviation and Weapons, PEO(U&W), is planning to conduct an Industry Day and follow-on Idea Days to provide opportunities for industry to learn about the technology needs of PEO(U&W) with the potential for follow-on briefings regarding technologies that industry has developed. This opportunity is open to all companies that have new and innovative ideas to support the future of Naval Aviation Unmanned Air System (UAS) and Weapon programs. INDUSTRY DAY Industry Day will be an opportunity for industry to learn about the technology needs of PEO(U&W) UAS and Weapon programs. Industry Day will be held on 16 April 2015 at the Bay District Volunteer Fire Department Social Hall at 46900 South Shangri-La Drive, Lexington Park, MD 20653 near gate 2 of the Patuxent River Naval Air Station. In order to participate in Industry Day, please register on the Constant Contact website at http://events.constantcontact.com/register/event?llr=cqbimhtab&oeidk=a07ealhdujd4b4c4a7a for the 2015 PEO(U&W) Industry Day no later than 9 April 2015. Information regarding lodging and local amenities will be provided via a registration confirmation email. This Industry Day event is open to all interested parties. Due to space limitations, no more than two representatives from each contractor will be permitted to attend, and registration will be based on a first come, first served basis. The Government does not anticipate providing opportunities for virtual Industry Day attendance. Attendance at the scheduled Industry Day and any discussions/release of information is strictly voluntary. The Government will not pay for any information provided or costs associated with travel. Please see Attachment (1) for the tentative Industry Day Agenda. Presentations made at Industry Day will be posted to the Federal Business Opportunities website (www.fbo.gov) within five business days after the Industry Day is complete. IDEA DAYS Idea Days will be a possible opportunity for industry to brief the Navy on industry developed technologies that may benefit PEO(U&W) UAS and/or Weapon programs. In order to have an opportunity to participate in Idea Days, please respond to this RFI in accordance with the instructions below on or before 15 May 2015 with a one page summary and a quad chart (see templates in Attachments (2) and (3)) for each of the topics that your company would like to brief. Topics that address PEO(U&W) technology needs as listed in Attachment (4) or that are related to the future of current PEO(U&W) programs identified in Attachment (5) may be invited to brief PEO(U&W) and the respective program representatives on the topics of interest at Idea Days. Participation in Industry Day is neither mandatory nor is it requisite to submit a response to this RFI or to be considered to brief at an Idea Day. Idea Days will be held at the Government's discretion based on its assessment of industry responses to the RFI. After reviewing industry submissions, the Government will contact those companies that it determines further discussion with and/or additional information from will be beneficial to PEO(U&W) UAS and Weapon programs. Meetings for the briefings will be scheduled depending on the availability of industry and Government parties. Do not submit any classified information in response to this RFI. Should your company have an idea to present that relates to classified information, submit a response that summarizes the idea in an UNCLASSIFIED manner. If your company's response is selected for an Idea Day presentation, appropriate measures will be taken to allow for the classified material to be presented. Any costs incurred in preparing the topics and briefs for Idea Days or in meeting with Government representatives will be at the contractor's expense. Attendance at scheduled Idea Days and any discussions/release of information is strictly voluntary. The Government will not pay for any information or costs associated with travel. RESPONSE SUBMITTAL INSTRUCTIONS Any responses in reference to this RFI shall be submitted electronically to Naval Air Systems Command (NAVAIR) contract specialist, Jessica Guy, at jessica.l.guy@navy.mil with the subject line "PEO(U&W) RFI Response." All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the following including the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, HUBZone, woman-owned, etc.). Format Requirements: (a) Information should be submitted in Microsoft Office 2010 compatible electronic format and is due no later than 15 May 2015. (b) Respondents are reminded to properly mark any proprietary information, and NAVAIR will control it as such. Do not send any classified information. (c) Responses should be submitted to the Contract Specialist; contact information provided above. Questions regarding this notice shall be submitted in writing by emailing the attached question form (see Attachment (6)) to the contract specialist, Jessica Guy, at jessica.l.guy@navy.mil with the subject line "PEO(U&W) RFI Question." Questions shall NOT contain proprietary or classified information. Verbal questions will NOT be accepted. The Government will accept questions up to or before 1 May 2015. Questions received after this date may not be answered. Depending on the nature of the question, the Government may post the question and its answer on the Federal Business Opportunities website or may answer the question during Industry Day. The Government reserves the right not to answer questions received. Responses to this RFI will not be returned. The Government is only seeking possible sources and potential capabilities for informational purposes. No reimbursement will be made to respondents for any costs incurred in developing information for, participating in meetings with, or engaging in discussion with the Government in response to this announcement or any follow-up information requests. RFI Submission Checklist: Please ensure your company's submission in response to this RFI includes the following: (a) A cover page or transmittal letter including all of the information listed in the Response Submittal Instructions above (b) A one page summary of each topic your company would like to brief (c) A completed quad chart for each topic your company would like to brief All RFI responses shall be submitted no later than 15 May 2015 to Jessica Guy at jessica.l.guy@navy.mil with the subject line "PEO(U&W) RFI Response."
