Description
This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Matthew Lucas at matthew.lucas2@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract has an expected period of performance of 12 months. (i.e., problems or any other issues experienced with similar contracts). Include comments on the Draft SOW below. 4.How is the service, as described in the draft SOW typically priced? How could it be priced for a Government contract? 5. Provide a brief capability statement (Max 2 pages) with enough information to determine if your company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside Status. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. The Department of Veterans Affairs, Network Contracting Office (NCO) 08, has a requirement to obtain a contractor to perform repairs, overhauls, software updates and warranty investigations for the government owned General Electric manufactured medical equipment. This equipment is considered mission critical and imperative for furnishing patient care. Failure for the equipment to function properly at all times may impact patient care and health. The Contractor shall supply all software fixes, patches, upgrades and personnel, equipment, supplies, travel and per diem required to provide remote and on-site software support along with evaluation and repair services of the installed GE equipment. Draft Statement of Work: 1.REPAIRS, OVERHAULS, AND WARRANTY INVESTIGATIONS: The contractor shall furnish effort including labor, material (except for Government Furnished Material (GFM) as applicable), and facilities as may be required to perform repairs, overhauls, and warranty investigations as described in the individual order for the ordered quantities of asset modalities listed in table 1 below. Orders will initially be placed at the Category 1 pricing and, if required, will be adjusted accordingly for Category 2 Over and Above Repair (O&A), as defined below. The asset shall be repaired and/or overhauled to insure the optimum reliability for the intended use in accordance with the contractor's specifications. The repairs and/or overhauls shall be in accordance with the latest approved configurations in accordance with the contractor's specifications. The contractor shall repair the subject units to a ready for issue serviceable operating condition for the intended use in support of the VA Healthcare System. 1.1CATEGORY 1 FFP - TEST AND EVALUATION (T&E), NO FAULT FOUND (NFF), OR BEYOND ECONOMICAL REPAIR (BER): It is anticipated that a FFP will be established for the Test and Evaluation (T&E) of General Electric manufactured asset modalities identified in table 1. This category includes the initial testing, disassembly, cleaning, troubleshooting, and efforts required for the determination of a No Fault Found (NFF) or Beyond Economical Repair (BER) condition. In addition, for items that are NFF, additional tasking includes the incorporation of any minor Engineering Change Orders (ECO's) or Service Bulletins (SB's), final (sell-off) testing, Failure Analysis Report (FAR) documentation, packaging, and shipping. 1.2CATEGORY 2 OVER AND ABOVE(O&A): The Contractor shall furnish effort including labor, material (except for GFM as applicable), and facilities as may be required to perform all required repairs for the ordered quantities of assemblies and/or subassemblies of the item modalities identified in table 1. Additional tasking includes the incorporation of any minor ECO's as defined in section 1.1, final (sell-off) testing, FAR documentation, packaging, and shipping. In the event the equipment is determined to require Category 2 O&A work as defined above, the contractor shall notify the Technical Point of Contact (TPOC) within 2 days of its receipt with supporting rationale for the categorical change; to be followed within another 3 days by a FFP proposal submitted to the Contracting Officer to negotiate, definitized, and complete the Category 2 O&A efforts. The proposal shall include details as to the extent of the repair, re-assembly, upgrade, and/or modification to enable the Government to evaluate the proposal and eventual price and delivery schedule. The Government and the contractor will negotiate the O&A work required to complete the effort. At a minimum, each proposal shall include: 1.2.1Brief description of failures, where applicable, and 1.2.2Categorical Labor Hours break-down to accomplish required effort, and 1.2.3Detailed Bill of Materials including part numbers to be replaced and itemized cost (for items exceeding $2,500.00) of the part(s) required to complete the repair. 1.3WARRANTY INVESTIGATION: Warranty Investigations are inclusive of potentially defective and/or failed equipment previously procured or repaired and potentially subject to stated warranty provisions. If, during the warranty investigation, a warranty action is not applicable, the contractor, within 30 days upon receipt, shall notify the COR. Should a modification to the order be required, the COR shall notify the PCO. If, during the investigation, the unit is determined to be covered by warranty, the unit shall be replaced/repaired at no cost to the US Government.
