Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to procure on an other than full and open competition basis a Firm Fixed Price contract to ThinKom for the fabrication, testing, documentation and delivery of 17 Patriot Phase B cylindrical antenna systems. The Government anticipates a July 2015 award. Delivery will be required within 20 weeks after award. This requirement is in support of the NAWCWD Patriot Program. The Patriot Phase B cylindrical antenna system is a critical component of the Patriot radar. ThinKom previously produced Patriot Phase B cylindrical antenna systems under contract N68936-06-C-0012 using patents licensed to them by Raytheon. Based on the market research conducted by the Government and the proprietary information licensed to ThinKom, it is the Government's position that there is no other vendor with the patents and licensing, and thereby the capability, to produce identical Patriot Phase B cylindrical antenna systems within the same or similar costs and timeframe as ThinKom. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Any firms believing they can fulfill the requirement as mentioned above may submit a written response to be received by the Contracting Office no later than 15 days after the date of publication of this notice. Responses shall be submitted to the contracting office and reference solicitation number N68936-15-R-0076 and clearly show the firm's capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability, or time restraints of this acquisition.
