- Description
- NASA/JSC has a requirement for engineering design, fabrication, analysis, and test support during development of a prototype ear bud based sensor that will monitor heart rate, temperature, blood oxygen saturation, galvanic skin response, and activity through accelerometry. NASA/JSC intends to purchase the items from Cooper Consulting Service. Cooper Consulting has developed an ear sensor module with an infrared sensor for measuring tympanic temperature and a photonic sensor for measuring plethysmographic signals suitable for detecting pulse rate. The prototype ear sensor records temperature, pulse waveform, 3-axis acceleration signals, blood oxygen saturation levels, galvanic skin response, electrocardiogram data, and other bioelectric signals. No other sources offers a comparable ear sensor technology. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 1, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
