Description
PreSol Notice N01CO52401-80 THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL BE ISSUED ON A LATER DATE. The mission of the Frederick National Laboratory for Cancer Research (FNLCR) is to provide a unique national resource to make basic biomedical science discoveries and to translate these discoveries into novel agents/strategies for the prevention, diagnosis and treatment of diseases including cancer and AIDS. The contract has been effectively meeting the needs of the NCI, other ICs throughout the NIH, and other Federal Government agencies. These biomedical research needs have been met through national mission initiatives; peer-reviewed research; development/production of products for first-in-human clinical trials; support to research programs including those focused on clinical trials, animal modeling, genomics, proteomics, imaging, nanotechnology and bioinformatics; and renovations of associated facilities. Specific non-severable projects for which this contract has provided support include: Genotype-Tissue Expression Project (GTEx), The Cancer Genome Atlas (TCGA), the Clinical Proteomic Technology Assessment for Cancer (CPTAC), Genomic Data Commons (GDC), emerging/re-emerging viral hemorrhagic fever projects and a number of facility renovation/revitalization projects. Of these projects, a number of them are on-going. These types of non-severable projects will be facilitated by this revised contract allowing for more expeditious launching of these initiatives. Since 2008, the Operations and Technical Support (OTS) contract (Contract Number: HHSN261200800001E) has been performing research projects to meet the needs of the NCI and other government institutes/agencies. Bifurcation of contract HHSN26120080001E allows NCI to continue to support NIH's research mission for longer term, non-severable projects. This IDIQ contract will be performed alongside the existing contract by the same vendor in accordance with FAR 6.302-3(a)(2)(ii). In accordance with statutory authority 41 U.S.C. 253(c)(3), as set forth in FAR 6.302-3(a)(2)(ii), full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The Government has determined that the Contractor demonstrates a unique capability to provide the particular research services of the NCI FNLCR, pairing the requirement for non-severable task orders with the overall research and administration of the NCI FNLCR. The Operations and Support Office, Office of the Director, at the National Cancer Institute (NCI), through the Office of Acquisitions, National Cancer Institute, intends to solicit and negotiate with only one source, Leidos Biomedical Research, Inc., under the authority of FAR 6.302-3(a)(2)(ii). It is anticipated that one (1) indefinite delivery- indefinite quantity (IDIQ) contract will be awarded with a period of performance of three (3) years, with the end date coinciding with the end date of the OTS contract. This award is anticipated to begin on or about September 26, 2015. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Leidos Biomedical Research, Inc. under the authority of FAR 6.302-3(a)(2)(ii). Interested persons may identify their interest and capability to respond to the requirement within 15 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. All capability statements sent in response to this notice must be submitted electronically (via email) to Scott Keasey, Contract Specialist, at scott.keasey@nih.gov in MS Word or Adobe Portable Document Format (PDF) by 05/12/2015, 4:30 PM Local Time. All responses must be received by the specified due date and time in order to be considered. No calls or facsimile transmissions will be accepted.
