- THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR QUOTE AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Quote including the use of any appropriate small business programs. The US Army Corps of Engineers Wilmington District intends to utilize this sources sought synopsis to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone) Small Business, Service Disabled Veteran Owned Small Business, Economically Disadvantaged Women Owned Small Business (EDWOSB), and Small Business firms for the acquisition of 4,750 gallons of R&O 68 hydraulic turbine oil to John H. Kerr Power plant in Boydton, VA and to Philpott Powerhouse, Bassett, VA. These generators use turbine oil for their lubrication systems as well as governor systems. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Governments best interest. This is not a solicitation but Sources Sought only. Should a future requirement(s) evolve from this preliminary planning purpose, it is the Government's intent to issue a combined Synopsis/Solicitation Notice and award a single Firm-Fixed Priced contract, based on Lowest Price Technically Acceptable selection criteria in accordance with FAR part 12 for Commercial Items and FAR part 13 for Simplified Acquisition Procedures. The successful contractor to any forthcoming solicitation shall provide all labor, management, supervision, tools, materials, and all equipment necessary to supply and deliver the commodity listed above and outlined in the attached specifications. The NAICS code for this proposed procurement is 324191 Petroleum Lubricating Oil and Grease Manufacturing small business size standard is 500 employees. This requirement does not meet any of the NAICS and Product Service Codes listed within the SBA Class Waivers regarding the non-manufacturing rule IAW FAR 19.001. After review of the responses submitted, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement. DESCRIPTION OF REQUIREMENT The contractor shall furnish all labor, materials, and delivery of 4,750 gallons of R&O 68 hydraulic turbine oil, 4,000 to John H. Kerr Power plant in Boydton, VA and 750 gallons to Philpott Powerhouse, Bassett, VA 24055. These generators use turbine oil for their lubrication systems as well as governor systems. The Contractor shall be required to submit an MSDS stating turbine oil properties as well as a one (1) gallon sample of the proposed turbine oil for testing by the Government. All testing will be at the expense of the Government. The salient characteristics of the required Hydraulic Oil are listed in the attached specifications and table. The outlined specifications, testing and delivery requirements are non-negotiable. DELIVERY REQUIREMENTS The supplied oil for the John h. Kerr Power Plant shall be delivered in a bulk liquid trailer or liquid transport totes that can hold 300 gallons or more. Liquid transport totes shall not weigh greater than 4,000 pounds, be incased in a steel tube grid, and be mounted on a forklift pallet. The supplied oil for Philpott Powerhouse shall be delivered in 55 gallon drums or liquid transport totes that can hold 300 gallons or more. Liquid transport totes shall not weigh greater than 4,000 pounds, shall be incased in a steel tube grid, and be mounted on a forklift pallet. Delivery shall occur no later than 60 days after the receipt and acceptance of the award. SUBMISSION REQUIREMENTS: A Statement of Capabilities (SOC) submittal is required. The SOC will determine the feasibility and/or basis for the Government's decision to proceed with acquisition on its current schedule. Interested firms must submit a SOC, which describes in details the firm's capability of providing the described requirements. It is requested that interested firm's address their ability to meet and execute the requirements as set forth above and address the following questions in their SOC: 1. Has your firm, provided similar products and delivery services as described in the brief description of project above? If the answer is yes, please provide any literature, Material Data Sheets and or other descriptions of the product your firm believes to satisfy the requirement. 2. Is your firm able to comply with the testing requirements as outlined in this statement? Is there any unusual required lead time necessary to provide product samples for testing? 3. Is your firm capable of meeting the delivery requirements as outlined in this statement? Is there any unusual required lead time necessary to provide products for delivery? If this delivery schedule outlined in this statement is not compatible with your firm's standard business practices, please provide information on the method(s) commonly used to deliver this type of requirement. 4. Although this is a sources sought synopsis, are you interested in submitting a Quote for this requirement should a solicitation be issued at a later date? Provide business name, address, point of contact, telephone number, email address; DUNS Number, Cage Code number, and socioeconomic category for NAICS code 324191, indicating whether you are a small business, small disadvantage business, woman-owned business, etc. and business site, average number of employees of the concern, and average annual receipts based on the last three (3) fiscal years.
