- Pojoaque Basin Regional Water System Feasibility Study INDUSTRY DAY NOTICE - OPEN TO BOTH SMALL AND LARGE BUSINESSES DESCRIPTION: U.S Bureau of Reclamation (Reclamation), Upper Colorado Region, Albuquerque Area Office Industry Day for the Design-Build Pojoaque Basin Regional Water System (PBRWS). WHEN: Wednesday, May 6, 2015 (10:00 am - 5:00 pm) - Thursday, May 7, 2015 (8:30 am - 12:00 pm) MEETING LOCATION: Cities of Gold Hotel, 10-A Cities of Gold Road, Santa Fe, New Mexico, 87506. The Cities of Gold Casino & Hotel is located 15 scenic miles north of Santa Fe, New Mexico on US 84/285. PURPOSE: Reclamation is hosting an Industry Day to exchange information on the Pojoaque Basin Regional Water System (PBRWS) Design Build (DB) project. This Industry Day will include a presentation on the project background, a site tour, a question and answer session, private contractor sessions, and the opportunity to meet with Program/Project Managers, Contracting Officers, Contract Specialists, and key players from Reclamation. The intent of the Industry Day is to provide advance information about the project to industry and obtain feedback to assist Reclamation. Questions that will be proposed to industry during this forum include: 1. The proposed acquisition schedule (see attached): In this two-phase evaluation process, the three best qualified firms will be requested to submit proposals. The proposals shall include drawings of the complete PBRWS and all its elements sufficient to price construction and to meet the requirement of the authorizing legislation to complete final designs within 90 days of the Record of Decision (ROD) for the environmental impact statement. Elements of the PBRWS that are common to all alternatives include the transmission and distribution pipelines, water treatment plant location, locations of pumping plants, and locations for 8 of the 10 new water distribution tanks. While the general location of the intake structure in known, the type of intake system will not be determined until the ROD is signed. Both surface water and infiltration options are under consideration. The final location for 2 of the water distribution tanks in the Bishop's Lodge Extension may not be known until the ROD is signed. Does the proposed schedule provide an appropriate length of time for preparing drawings and drafting a technical and cost proposal for known PBRWS elements prior to the ROD being signed? Can the remaining drawings and proposal elements for a fixed price DB contract be finalized and submitted within 30 days of the ROD being signed and therefore all PBRWS elements are known? 2. The Pojoaque Basin contains many cultural resources. The means and methods for minimizing adverse impacts to these resources will be documented in memoranda of agreement between Reclamation, the four Settlement Pueblos, the New Mexico State Historic Preservation Office and Santa Fe County. What are your thoughts on including cultural resource mitigation/protection requirements as part of the DB contract? What would be the preferred method for pricing this work (e.g. maximum dollar allowance, percentage of project, cost reimbursement)? 3. How much time should be allowed after commissioning and acceptance testing for training the eventual operators and maintainers of the Intake System and Water Treatment Plant? 4. What are the issues, concerns, benefits, and risks of utilizing a DB contract for the entire project versus utilizing a DB contract for the initial phase (intake, raw water supply, water treatment plant, and initial phase of transmission and distribution systems) then utilizing Design-Bid-Build for the remaining portions of the transmission and distribution system? What is your preference? 5. What type of contract works best for a design/build contract (Firm-Fixed Price, Cost Plus Fee, Cost Plus with Guaranteed Maximum Price, etc)? 6. What type of contract incentives are most effective? 7. Will Reclamation have the opportunity to participate in the value engineering process for the designs? REQUIREMENT: On December 8, 2010, the Claims Resolution Act of 2010 (P.L. 111-291) was signed into law. Title VI of the Act authorizes Reclamation to plan, design and construct the PBRWS consistent with the Pojoaque Regional Water System Engineering Report prepared by HKM Engineering, dated September 2008 (Engineering Report). The PBRWS will consist of diversion works, storage, a treatment plant, pipelines and pumping plants, and other facilities necessary to divert up to 4,000 acre-feet of water for consumptive use by the Pueblos of Nambé, Pojoaque, Tesuque, and San Ildefonso (four Settlement Pueblos) and Santa Fe County. The Act establishes several deadlines, including: (1) issuance of final project designs within 90 days of completion of environmental compliance (Act §611(b)), and (2) completion of the PBRWS by June 30, 2024. A critical requirement of the PBRWS is that it be able to provide a firm, reliable supply of treated drinking water to the residents of the Pojoaque Basin. Unlike many municipal water systems, the PBRWS does not have multiple sources of water supply. This system will rely solely on water from the Rio Grande to meet demand.
