- DOS Secure Flash/Hard Drive RFI Request for Information (RFI) for The Department of State Secure Flash/Hard Drives PURPOSE: This Request for Information (RFI) is issued as market research to determine the capabilities of small businesses to support the Department of State's (DOS) Secure Flash/Hard Drive requirements. DOS is seeking information and supply sources capable of providing secure external hard drives and flash drives from Commercial-Off-the-Shelf (COTS) sources. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked "Proprietary" will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review. Responses to this RFI will assist DOS in determining the potential level of interest, competition adequacy, and technical capabilities of small businesses and other socioeconomic categories to provide the required products and services. The Government does not guarantee any action beyond this RFI. REQUIREMENTS: The following are potential requirements for this contract. Provide size range of flash drive and hard drives in response. The candidate hard and flash drives must include: •Federal Information Processing Standards (FIPS) 140-2, Level 3 certified encryption module utilizing Suite B algorithms for encryption. Provide FIPS 140-2 certification number in response; •Self-contained, environmentally hardened, tamper-proof housing; •Onboard anti-malware protection; •Autorun prevention; •Co-centralized management of hard drives and flash drives with the following capabilities: oDevice assignment, with remote user activation oPassword recovery oFirmware updates oDevice/User policy control (password settings, trusted onboard applications, etc.); •Remote destruction capability, rendering data and media inaccessible/unusable; •All devices, components and management applications must be designed and manufactured in the US; •Ability to connect to any PC or laptop without requiring a software client, extension cable, or preventing use of adjacent USB ports; and •USB 3.0 compatible •Integrated 3rd Party PKI Certificates to support: oKey recovery oKey Escrow Additionally, the following features are desired, but not essential: •Ability to encrypt other mobile media, such as CDs and DVDs •Tracking of off-network devices (phone home capability) RFI RESPONSE INSTRUCTIONS: Responding contractors shall submit a Capability Statement that is concise and focused. Do not include sales brochures, videos, and other marketing information materials. The Government will not review them. The capability statements shall address the following: •Cover letter to include: oCompany and Contact Information: oCompany Name and Address; oContact Name, Title, Phone Number, Fax Number, and e-Mail Address; oCompany DUNS number and Cage code; oOrganizational history and capabilities statement; oGeographic location(s) of office(s) and number of employees at each domestic and international location; oSocioeconomic Category oCertification that the company has been in business supplying government customers at least five years; oGeneral Services Administration (GSA) Schedule Contract Number(s); and oAny other Government-wide Acquisition Contracts including contact number(s). •Capability Statement to include: oThe product's capabilities relative to potential requirements, the product's requirements and any other pertinent information that would enhance the understanding of secure flash drives. oEstimated costs for these products including quantity discount rates oAt least two, but no more than three examples of providing similar supplies and services to other Government Agencies and commercial organizations in the last two years. Please cite the name of the organization, describe the products and services provided, and the volume of products sold. oExperience implementing the required data management and tracking software in a secure server environment SUBMISSION INSTRUCTIONS: Responses to this RFI shall not exceed 7 pages including the cover letter, with text no smaller than 11 point and 1 inch margins (top, bottom, left, and right); however, text included in graphics, tables, and figures can be no smaller than 9 point. Limit any foldout pages to two per section. Foldout pages will count as two pages toward the page count. The cover page and table of contents are not included in the page count. The submissions must be in sufficient detail and clarity to provide DOS with the information it needs. Any proprietary information contained in the capability statement must be marked accordingly. Please provide an electronic version of your response in Microsoft Word 2010 compatible files to: Andrew Rothstein, Contract Specialist, RothsteinAT@state.gov, no later than Monday May 4, 2015, 3:00 PM Eastern Time. The Government will not accept questions after Wednesday April 29, 2015, 3:00 PM Eastern Time.
