Description
Description : U.S. Special Operations Command (USSOCOM), Special Operations Forces, Acquisition, Technology, and Logistics (SOF AT&L) intends to conduct a full and open competition IAW the requirements stated in FAR Part 15, procurement of worldwide Mid-Endurance Unmanned Aircraft System(s) III (MEUAS III) Intelligence, Surveillance, and Reconnaissance (ISR) Services. The Government intends to award one or more IDIQ contracts as a result of this solicitation; however, the Government reserves the right to award one or more or no contracts based upon the results of the proposal evaluations. The contract(s) will include a 54-month Period of Performance (POP), with four 12-month ordering periods followed by one 6-month ordering period. At time of contract award a task order(s) will be issued for each contract awarded. This requirement is currently being performed by Insitu, Inc. (a wholly-owned subsidiary of The Boeing Company) under contract H92222-13-D-0005 and by AAI Corp. d/b/a Textron Systems Unmanned Systems under contract H92222-12-D-0008. The new requirement is being solicited under NAICS 541330 with a Small Business Size Standard of $15.0 Million. The projected award date of 15 November 2015. The contract will require contractor personnel to possess a minimum of a Secret clearance with select personnel required to possess a Top Secret clearance to provide 24-hours per day/seven days per week (24/7) ISR services support. The contractor(s) must also have a Top Secret Facility Clearance at time of award as accredited by the Defense Security Service. The Unmanned Aircraft System(s) (UAS) ISR services Performance Work Statement (PWS) requires the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide missions. Tasks orders will be issued based on mission-defined locations (currently six operational sites) that will consist of 300 to 1200 hours per month of near real-time feed of ISR data availability from customer processing systems. Contractors shall provide these services using non-developmental contractor-owned, contractor-operated unmanned aircraft systems. This solicitation covers two requirements encompassing the services for a Line of Sight (LoS) UAS for 300-900 hours per site and a Beyond Line of Sight (BLoS) UAS for 500-1200 hours per site. Both requirements must be capable of fulfilling a simultaneous Imagery Intelligence (IMINT) and Electronic Warfare (EW) mission. As stated in Section L.1.2, each offeror may submit a maximum of three proposals but no more than one proposal for each air vehicle platform. Furthermore, each proposal will be either LoS or BLoS, not both. It is mandatory that the offeror be capable of supporting multiple, simultaneous task orders within one ordering period. All task orders issued within the first 30 days of the contract will have 120 days for pre-deployment. All task orders placed after the first 30 days of contract award will have 90 days for pre-deployment. Submission of Proposals : All proposal submissions for this notice must be submitted in accordance with L.1.6 Communication with anyone other than the Contracting Officer(s) is prohibited. The following information highlights the general instructions but is not all inclusive. Complete information is available in the Request for Proposal (RFP). - RFP closes on 21 May 3:00 PM (Eastern Daylight Time) - READ Sections L and M carefully for directions on how, what and when to submit your package. L and M takes precedence over any other written document for instructions. (Amendments are below.) - Please note the time and date of closing. Hand carried proposals are discouraged unless an offeror has a military ID and can easily access MacDill gate. (See Amendment 0002 for "Hand Carry" changes) - Phone calls shall be kept to a minimum. The Contracting Officer(s) will only verbally answer very general questions, such as general delivery instructions, accessing the documents on FedBizOpps, or clarification of a name or number. If it is written in the RFP or its attachments, you will be referred back to read the RFP. - Other than the very general questions mentioned above, all questions for clarification shall be submitted in writing to the Contracting Officers. DUGWAY PROVING GROUNDS (DPG), UTAH FOR SYSTEM CAPABILITIES DEMONSTRATION The System Capabilities Demonstrations are estimated for 15-26 June 2015 and 6-17 July, a specific appointment date will be provided to all responsive offerors as quickly as possible after responsiveness determination. Information provided herein is subject to change and in no way binds the Government to support any cost for the demonstration. The current location is DugWay Proving Grounds, Utah. Each offeror is encouraged to make contact in a sufficient amount of time, based on Attachment II below, to coordinate information regarding frequencies, power sources, and other questions you may have regarding preparation. Also the nature of this requirement is stated above with only U.S. citizens able to work under the contract and an offeror must have a Top Secret facility clearance at time of award; therefore, if the Contracting Officers are asked whether you may share your information with a foreign-owned company, partner, subcontractor, etc. our response will be no.
