Description

Notice of Intent to Sole Source Solicitation Number: VA701-15-R-0121 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with EMP2, INC 219 Greenview Drive Richland, WA 99352, for the procurement of Project Facilitator services in support of the Veterans Integrated Service Network (VISN) 8 San Juan, PR Energy Savings Performance Contract (ESPC) under the authority of 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT: The purpose of project is to obtain Project Facilitator services for the San Juan, PR ESPC. The scope of the project will include providing technical support for energy and water conservation measures from the technical categories identified on the Department of Energy Federal Energy Management Program (FEMP) website. PF support will be needed through the Measurement and verification (M&V) phase of this ESPC to validate guaranteed savings, in accordance with FEMP's M&V Guidelines. Further, the contractor shall assist the Department of Veterans Affairs (VA) Acquisition Team, (Contracting Officer, VISN Energy Manger, and Program office) during the entire ESPC process.
