Description
The USACE Wilmington District is contemplating a solicitation for improvements at Eagle Island Dike, in Wilmington, North Carolina. Features of the project include expansion of the existing dike base (step-in), dike raising, ditching, and spillway system modifications. The dike step-in will be constructed to the inside of the existing Cell 2 and Cell 3 dikes. The step-in will serve as the base for the dike raise which will increase the existing top of dike elevation which is at approximately 39' to a top elevation of 43' at the Cell 2 and Cell 3 perimeter dikes and the cross dikes. The Cell 1 dike will be topped off with an approximate 2' raise to bring it to elevation 42'. Excavation of a portion of the existing Cell 2 and Cell 3 dikes will be required for placement of geotextile. The interior of disposal Cell 2 will be ditched in order to drain and dry the material. Spillway modifications will include relocating the spillway riser boxes clear of the new dike step-in footprint and extending spillway pipes. Borrow material for the dike step-ins and dike raises will be available within the interior of Cell 2 and Cell 3. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. Potential contractors must also have current Online Representations and Certification Application on file with SAM. (See website https://www.sam.gov/portal/public/SAM). The magnitude of this project is between $5,000,000 and $10,000,000. This proposed contract is being considered as a set-aside under a small-business set-aside program. The North American Industry Classification System (NAICS) for this acquisition is 237990, with a size standard of $36,500,000.00. The Government requests that interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partners. The Government will use this information when determining it's small business set-aside decision.
