Description
Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Belvoir Division, on behalf of the Product Manager Ground Sensors, intends to negotiate a contract modification on a sole source basis with Lockheed Martin Gyrocam Systems, LLC (LMGS) under Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract W909MY-12-D-0017. The contract provides spare and repair parts and logistics data for 797 fielded Vehicle Optics Sensor Systems (VOSS) supporting Overseas Contingency Operations (OCO). The proposed modification will extend the period of performance by 2-years from the expiration of the base contract (22 August 2015) and reduce the contract ceiling from $333.3M to $180M. The period of performance extension will provide spare and repair parts for VOSS supporting OCO, repair and reset of retrograded VOSS, and upgrade of VOSS to the Program of Record (POR) configuration. The VOSS is a gyro-stabilized, triple-sensor camera attached to a twenty-five foot telescoping-mast mounted onto blast protected vehicles. The VOSS is a commercial item that allows for standoff detection and interrogation of suspected Improvised Explosive Devices (IEDs) during route clearance and Explosive Ordnance Disposal (EOD) missions. The VOSS eliminates the need for Soldiers to dismount from the vehicles, thereby decreasing the risk of serious injury or loss of life. It has been determined that LMGS is the only one responsible source and no other supplies or services will satisfy the agency's requirements. The statutory authority for other than full and open competition is 10 U.S.C 2304 (c)(1) and FAR 6.302-1(a)(2); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This Notice of Intent is NOT a request for competitive proposals and a solicitation will not be issued. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required non-developmental VOSS spare and repair parts may submit a parts list with a corresponding quote that will considered by the agency. Responses are to be received via e-mail to within 15 calendar days of the date of this notice. All requests for further information must be in writing or via e-mail. No telephonic inquiries or requests will be honored. You may forward responses to the following e-mail address: karen.e.jeter.civ@mail.mil. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
