- Amendment 001 The purpose of this amendment is to amend the total quantiy of equipment required to be covered from twenty-two (22) to fifty-one (51) and amend the type of equipment that is required to be covered. END TEXT The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Advanced Measurement Technology, Inc., under the authority of 41 USC 3304 (a)(1), for an ad-hoc service agreement for Ortec instruments. The service agreement is required for a base period of one year with four one-year option periods. An Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated with firm-fixed price task orders being issued. The Contractor shall provide repair services for a total of fifty-one (51) pieces of equipment. The type of equipment that shall be covered include HPGe Detectors, Digital Signal Analyzers, Si-drifted Detector, Multi-Channel Analyzers, Spectrum Analyzer, Spectrum Amp and Gate Generators, Dual 5kV Power Supplies, Hi-Rate Amplifiers, Amplifier, and Ultra Hi-Rate Amplifiers. Sole source determination is based on the following: All pieces of equipment are commercial items that were manufactured by Ortec. Ortec has proprietary rights to the existing equipment and is the sole manufacturer and distributor of the equipment. Ortec has no authorized resellers or service providers. The equipment's software updates, service and use manuals, and schematics are proprietary to Ortec and are not available on-line. Therefore, only Ortec can supply the required service and guarantee that the maintenance and parts will be fully compatible with, and meet the original performance specifications for the equipment. The North American Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 4:00 p.m. Eastern Time on May 11, 2015 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
