- Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor is soliciting proposals from organizations qualified and interested in performing research, designing, fabricating and preparing for delivery (delivery made by others) to the ITER Project, Saint Paul-lez-Durance, France a Motional Stark Effect (MSE) Diagnostic. The work is defined in PPPL Statement of Work for Physics and Engineering Design Support for ITER Motional Stark Effect Diagnostic in PPPL RFP 15-011F that can be found at http://procurement.pppl.gov/Procurement%20Opportunities.HTM. The work has been divided into two Phases. This Solicitation is for the performance of Phase I for the preliminary design, research and development and final design of the Diagnostic by 1 July 2019, with PPPL having the Option for six months following PPPL acceptance of the Diagnostic final design to require the Subcontractor to provide a Cost Proposal for the performance of the Phase II requirement. Phase II (PPPL Option) is for the fabrication, assembly, testing and preparing for shipment by December 2021 the MSE hardware and software. PPPL will provide Quality Assurance, Quality Control and Project Control for the performance of both Phases of the Subcontract Statement of Work. Because of the significant technical uncertainties inherent in the design and R&D activities, use of a firm-fixed-price type contractual agreement is not appropriate. Therefore, PPPL expects to award a cost-plus-fixed-fee type Subcontract with a for-profit concern for the work (cost reimbursement (no-fee) type Subcontract with an academic institution).
