Statement of Work Statement of Work for 11m Willard Rigid Hull Inflatable Boat Technical Training Support Services 1.0 Scope The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California performs as the In-Service-Engineering-Agent (ISEA) for several Combat and Weapon Systems and as such, is required to provide engineering and logistics services to the Fleet. The requirements under this procurement support the Land Attack Department in providing Technical Training Support Services on an interim basis for the Littoral Combat Ship (LCS) Class. Specifically these services shall be the conduct an 11m Willard Rigid Hull Inflatable Boat (RHIB) training course. The LCS Mission Package is undergoing continuous changes therefore the configuration of the RHIB may change during the course of this requirement. However the Government will notify the contractor of such changes or potential changes in a timely manner. •2.0 Applicable Documents 2.1 COMDINST M16672.2D Rules of the Road 2.2 NTTP 3-20.6.29M Tactical Boat Operations 2.3 OPNAVINST 1500.75A Safety Policy and Procedures for Conducting High Risk Training 2.4 CNETINST P-1552/16 Navy Swimming and Water Survival Manual 2.5 NAVEDTRA 130 Task Based Curriculum Development Manual 3.0 Requirements 3.1 Develop an Instructor Planning Document, Student Guide and a Post Training Operations report to support Course of Instruction (COI) and Testing Plan for the 11M Willard RHIB for the overall training of the Mission Package Maritime Security Module Detachments. The COI shall consider the following: a clear understanding of the requirements; time sensitivity; degree of detail required; complexity of the tasks and subtasks; and conduct of training in classroom, pier side, bay, ocean, and underway environments. The COI shall include the items listed below, in addition to any new components that arise due to configuration changes. •§ Boat Characteristics •§ All Boat Systems to include, but not limited to: engine, hydraulics, propulsion jets, electrical, smart ship/vessel view, trim tabs, batteries, bilge pumps •§ Preform abnormal non-standard operations to include, but not limited to: towing (long/short/alongside), single engine maneuvering when towing another RHIB, emergency tiller •§ Pre/Post Operational Checks •§ Refueling Operations from pierside •§ Mission Planning (non-tactical safe operations) •§ Operational Risk management (ORM) •§ Navigation (chart plotting, underway Dead Reckoning (DR) •§ Rules of the Road (COMDTINST M16672.2D) •§ Radar/GPS •§ Under Way Drills (anchor, ship alongside and station keeping) •§ Ship's Launch Handling and Recovery System (LHRS) on LCS variants 1 and 2 •§ Water Maneuvering Zone (WMZ), Freedom variant •§ Twin Boom Extension Crane (TBEC) operations, Independence variant •§ Night underway navigation •§ Vessel Board Search and Seizure (VBSS) IAW: •· Tactical RHIB operations IAW Navy Tactics, Techniques, and Procedures (TTP) Maritime Interception Operations Navy Tactics, Techniques, and Procedures (NTTP) 3-07.11M Edition April 2008 •· Use applicable portions of the Navy Tactics, Techniques, and Procedures (NTTP) 3-20.6.29M, Tactical Boat Operations Edition February 2008 •· Classroom and on the water underway target ship approaches following the guidance of OPNAV INST. 1500.75A safety policy and procedures for conducting high-risk training •· Five Paragraph Order Mission Planning •· Coordinated operations with units including Navy, US Marine Corp, and other VBSS teams •· US Marine Corps Rapid Response Planning Process (R2P2) Deliverables A001-Instructor Planning Document A002-Student Guide A003-Post Training and Operations Report 3.2 The contractor shall c onduct the three-week 11M Willard RHIB COI for designated Mission Module crews. All applicable safety requirements shall be adhered to during preparation for conduct of the training. 3.2.1 At a minimum the contractor personnel conducting the training shall have the following qualifications: •· Served as a VBSS and RHIB Detachment Leading Petty Officer or Officer-in-Charge with a minimum US Navy or US Coast Guard rank of E6 or above •· Boat Captain qualified for the 11M RHIB •· Served as an active duty or reserve Patrol Officer (minimum one of the three COI instructors) •· Served in a training department of an active duty or reserve US Navy or US Coast Guard command •· Possession of a valid US Coast Guard Masters License is highly desirable •· Possess clear understanding of requirements for execution of NAVSEA sponsored Launch, Handling and Recovery Systems (LH&RS) training •· Possession of a Navy NEC 9502 instructor qualification or equivalent •· Possess the ability to communicate with all armed forces pay grades in an effective manner •· Create and deliver Concept of Operations (CONOP) briefing to staff level officers. •· Normal color vision (must not be color blind) •· Physically capable of standing for prolonged periods on small boats, while wearing 20lbs of flotation, communications, and other gear •· Physically capable of climbing Caving and Jacob ladders while wearing flotation gear •· Capable of working on open deck RHIBs in all weather •· Meet US Navy 1 st Class swimmer requirements per CNET Inst. P 1552/16 •· Pass a security background check (National Crime Information Center) •· Hold a valid Secret clearance •· Successfully complete Drug Screen (5 panel DOT) •· Possess current CPR/1 st Aid Certifications (American Red Cross/American Heart Association) 4.0 Period of Performance 4.1 The Period of performance shall be after award of contract through 30 Sep 2015. The training course is planned for 31 Aug - 18 Sep 2015 (subject to change). 5.0 Place of Performance 5.1 Shall be performed at the contractor's facility and in San Diego, CA, onboard ship and at government facilities. 6.0 Security 6.1 Access to classified material is not required and classified material will not be generated. A Secret security clearance is required for personnel executing and supporting the execution of the training as the equipment used for the training contains classified data. 7.0 Inspection and Acceptance 7.1 Inspection and acceptance will be performed by NSWC PHD, Code L41. 8.0 Government Furnished Equipment •· 11M Willard RHIB will be provided 2 days prior to training. 9.0 Government Point of Contact 9.1 The administrative point of contact is Ms. Sandra Aguilar, Code L03.
