Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Center for Environmental Prediction (NCEP) has a requirement for continuation of scientific support services under the current Scientific Support Services contract until such time that competition for the follow-on Scientific Support Services contract is completed and the follow-on contract begins. The solicitation for the follow-on contract is anticipated to be issued in June, 2015 and award is projected in March, 2016. NOAA intends to purchase the continuation of services through a six month extension to the current contract with I.M. Systems Group, Inc. This will allow for the continuation of services and stability of services through the completion of the acquisition process for the follow-on Scientific Support Services contract. NOAA/NWS/NCEP has responsibility for all matters relating to environmental modeling; its mission is to deliver national and global weather, water, climate and space weather guidance, forecasts, warnings and analyses to its partners and external user communities. The Scientific Support Services will be required in the following areas for numerical model prediction, analysis and data assimilation, and product development: (1) mesoscale weather for North America and sub-regions; (2) global weather; (3) real-time ocean features including waves, sea ice and marine ecology / dispersion / water quality; (4) climate modeling and monitoring (out to approximately 1 year); (5) hurricane track, intensity and related storm surge; (6) probabilistic prediction using ensembles; (7) air quality and environmental monitoring; (8) ecosystems and other societal applications (9) land surface and hydrology; (10) space weather (11) product and systems development (12) support of NCEP's software to the external community. As the current Scientific Support Services contractor, I.M. Systems Group, Inc. is uniquely positioned to continue providing the scientific support services required with the least disruption to critical modeling services. I.M. Systems Group, Inc. provides the most assurance of successful performance of the contract and best mitigates the risk of delays in model deployment. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Clenton A. Shanks, Contract Specialist, via email at Andy.Shanks@noaa.gov not later than 2:00 p.m. local time on May 1, 2015. Standard brochures will not be considered a sufficient response to this notice. The North American Industrial Classification System (NAICS) code is 541620, Environmental Consulting Services. The small business size standard for this NAICS code is $14.0 Million. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone, and e-mail address (5) Demonstrate capabilities in each of the twelve areas of numerical model prediction, analysis and data assimilation, and product development. Demonstrate capability to provide the required services seamlessly for the period from the end of the current contract in November, 2015 to the anticipated 60-day phase-in of the follow-on contract in March, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement in a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
