Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, nor the information received, nor reimburse participants for the information they provide. NAVSUP Fleet Logistics Center San Diego (FLCSD) is interested only in identifying interested and capable small businesses and receiving industry feedback to improve the acquisition process as part of the market research. FLCSD is seeking potential sources that are capable of providing following items: CLIN 0001 11,000 lbf or greater vibration table, with both the shaker and slip table mounted to a mono-base. SCOPE: The shaker will be capable of outputting a minimum of 11,000 lbf of force. It must have a maximum peak-to-peak displacement of at least 2 inches and a minimum operational frequency range of 5Hz to 2500 Hz. The shaker must have a swivel trunnion to allow it to be rotated into a horizontal or vertical configuration and air-suspension integrated into the body such that it rotates with the shaker body when desired. The rotation of the shaker must be carried out using a hand crank wheel. The slip table must be part of a mono-base platform. The platform itself must be isolated from the building floor using adjustable air bags. The slip table must be an oil film type with a precision ground granite table with a guide slot. The granite slab must be single-piece natural granite. Synthetic or glued granite is not acceptable. The table must have linear guides to ensure lateral guidance of the slip table. The table must come with a 24 inch x 24 inch magnesium slip plate. The systems must come with an amplifier capable of running the selected shaker and slip table at maximum capacity. The amplifier must be solid state, run on 480V, 3 phase power, not to exceed 150 Amps and must be able to drive the shaker to 0.25 g sine sweep from 20 Hz to 2000 Hz for a 250 lb device under test to within +/- 10%. The shaker must also come with a blower cooling system that is controlled through the amplifier. The vendor is responsible for packing and shipping all items and delivering them to the Halligan Hall loading dock at NPS. NPS is responsible for moving the shaker system from the loading dock to the final installation location and ensuring that appropriate power connections are available to the vendor for setting up the shaker. The vendor is responsible for on-site commissioning, installation and checkout of the shaker system. This must be conducted by the company s field service agent. The vendor must provide at least 1-year warranty after complete system installation and checkout. The vendor must have certified technical support representatives in the US Western Region. TASKS: The contractor shall perform the following tasks as follows: Pack and ship the shaker, mono-base with slip table, amplifier, blower fan and all hardware to install the shaker system at NPS. Contractor shall coordinate with NPS and NPS contracted riggers to schedule delivery, off-loading, placement, and setup of shaker system. Delivery and installation of the shaker is required NET January 1, 2016. Note: Contractor is responsible for delivering all items to desired loading dock at NPS. NPS is responsible for contracting riggers (riggers are not a part of this contract) to move the shaker from the loading dock into the final installation location. Setup, connect and/or check connections of the shaker system for first use at NPS, after NPS provides proper physical placement. The Contractor shall pre-coordinate power supply electrical connection requirements with NPS. Contractor must identify any cables or power lines that must be provided by NPS. NPS shall ensure that the power supply lines meet manufacturer requirements, as long as the manufacturer power specification are within the NPS shaker requirements detailed in the Market Research Memorandum. If Contractor requires NPS electrician support during shaker setup, the requirement needs to be pre-coordinated at least 60 days prior to shipment. The contractor shall provide flexible hose to connect the blower to the shaker system, and NPS shall be responsible for all ducting from the blower flange to the building vent. Bring all required tools and materials. Perform full functional checkout of all features of the shaker system with GFE measurement system, to validate shaker functionality. The GFE measurement system includes a controller, accelerometer and workstation Evaluate all test data produced during the functional checkout. Include all procedures and setups required for NPS to periodically confirm shaker functionality Provide all documentation Include standard mechanical drawings Include standard electrical drawings Include user manuals and procedures Include service manuals Include appropriate factory test data DELIVERABLES: The contractor shall be responsible for preparing deliverables in support of the tasks identified in this SOW. SEE DRAFT STATEMENT OF WORK The surveillance method for the deliverables listed above will be personal observation at NPS. If performance falls below the AQL defined above, the Contracting Officer s Representative (COR) shall document the instance(s), coordinate with the Contracting Officer and advise the Contractor. The Contractor will be requested to review the documentation and provide a written response on how performance will be corrected in the future. Re-performance of any work for failure to perform in accordance with the specified AQL or task requirement shall be completed at the Contractor s own expense and at no additional cost to the Government. DELIVERY: NET January 1, 2016 INSTALLATION COMPLETE: NLT March 31, 2016 WORK WEEK AND HOURS OF OPERATION: The Contractor shall provide services during normal working hours excluding federal holidays. Normal working hours are 0730-1630, Monday through Friday, unless requirements dictate otherwise. Exceptions can be permitted by the COR upon request and at the COR s discretion. Work required on-site at NPS shall be performed by the Contractor, as required. FLCSD reserves the right to determine if a SB set-aside is appropriate as well as one of the targeted social-economic programs (Women Owned, or HUBZone, Service-Disabled Veteran-Owned, or 8(a) program) based on the responses to this notice and other pertinent information gathered. In order for the Government to make a determination, it is emphasized that all concerns provide sufficient written information to indicate their capacity and capability to successfully meet the requirement. If you are an interested, please provide the following information: 1) small business size category; 2) DUNS number and CAGE code; 3) demonstrate your company s ability and capacity to provide these items; and 5) include any past performance information on Government contracts of similar nature, size, scope and complexity. All interested parties should provide a Statement of Capability (no more than 10 pages). Electronic responses (i.e. email) are preferred and telephonic request for information will not be honored. No request for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
