- NAVSUP Fleet Logistics Center Puget Sound is preparing a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide process, project engineering, work control and test engineering support to the Ship Repair Facility “ Japan Regional Maintenance Center (SRF-JRMC) Yokosuka, Japan. The effort will require the following number and types of contractor employees: Planning and Estimating: A minimum of 30 and maximum of 50 contractor employees will be required to provide process support by developing and issuing job summaries and task group instructions in the Advanced Industrial Management (AIM) system. 7 contractor employees will be required to be on-site in Yokosuka, Japan for the duration of the period of performance. The other 23 to 43 will be able to work remotely from a CONUS location. Waterfront Engineering: A minimum of 0 and maximum of 10 contractor employees will be required to provide project engineering support by providing engineering support in the advance planning and execution phases of surface ship and carrier maintenance availabilities. Waterfront engineers will be required on-site in Yokosuka, Japan. Work Control and Test Engineering: A minimum of 0 and maximum of 10 contractor employees will be required to provide work control and test engineering support in the advance planning and execution phases of surface ship and carrier maintenance availabilities. Work Control and Test Engineers will be required on-site in Yokosuka, Japan. It is anticipated that the period of performance will begin 24 September 2015 and continue for one year thereafter. Two (2) one-year option periods will follow, if exercised. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date. A Sources Sought Notice (N0040615R5003) was published via the NECO website on 21 October 2014 in order to determine whether any small business service providers existed who were capable of meeting this requirement. Based on the fact that no responses were received from small businesses, as well as additional market research performed by NAVSUP FLC Puget Sound, it was determined that soliciting this requirement via full and open competition was in the best interest of the Government. The activity ™s small business office concurs with this decision. It is anticipated that the solicitation will be posted to the NECO website on or about 29 May 2015, with proposals due by 30 June 2015. A Cost Plus Fixed-Fee (CPFF), Service type contract will be awarded in accordance with FAR part 15, Negotiated Acquisition Procedures. Based on market research, this is not a commercial acquisition. All responsible sources may submit a proposal which shall be considered by NAVSUP FLC PS. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Electronic submission of proposals/quotes via NECO is not available at this time.
