Description

Pre-Solicitation - This notice announces the intent of the Department of Veterans Affairs (DVA), Veteran's Benefits Administration (VBA), Montgomery, Alabama Regional Office, located at 345 Perry Hill Road, Montgomery, AL 36109 to issue a solicitation to obtain services for the upgrade and replacement of the existing linkage controls to FARC (fuel-to-air-ratio-controls) on the Rite "Hot Water" boiler (Model # 375 WG). This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This project will require the removal of all existing linkages from the boiler and install all new parallel positioning controls that will make this strategy FARC (fuel-to-air-ratio-controls). Some work may be performed during normal duty hours (8:00 - 4:30) or weekends. Work may need to be completed in stages as not to interrupt facility operations. This solicitation is Set Aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with FAR Part 19. Work to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 238220 with a size standard of $14 Million. The estimated cost range for all work is less than $25,000. The Request for Proposal (RFP) will be issued electronically on or about May 13, 2015 on the internet at http://www.fbo.gov. To be eligible for contract award, responding firms must be verified as Service-Disabled, Veteran-Owned Small Business under the applicable NAICS code in VETBIZ.GOV; registered in the System for Award Management (SAM) and the Department of Labor's VETS-100 Database. Information concerning SAM requirements may be viewed via internet at https://www.sam.gov. Information concerning VETS-100 requirements may be viewed via the internet at http://www.dol.gov/vets/vets-100.html. Solicitation Number is RFP VA101V15-R-0505 and will be available on or about May 13, 2015.
