Description
Request for Information (RFI): This is a Sources Sought Notice only. The 325th Contracting Squadron is seeking contractors interested and capable of inspecting, maintaining and repairing aircraft sun shades installed at TAFB, to include: structure, fabric, lights, electric, bird nesting mitigation, lightning protection, obstruction lighting, safety reflective devices, fall protection, and any other base-unique features, as applicable. INSPECTION : As specified by individual task orders, perform inspections of the 42 sun shades IAW Air Force Instruction 21-136 and report the results of inspections, in accordance with manufactures' recommended inspection procedures and/or industry standards or best practices for L ightning protection systems, aircraft sunshade structure, and lighting. The contractor shall submit annual inspection report no later than 30-days after the last sunshade is inspected. REPAIRS : As specified by individual task orders, t he contractor is subject to measure canopy fabric for each sunshade, replace with 80% water repellant fabric that has a 5 year warranty, is capable of handling high winds up to 40 (kts) with gusts up to 90 (kts) and withstand extreme heat conditions above 90°F for 70+ days a year with a high of 110°F. Fabric must be able to block 80% of the sun's rays and be in compliance with the Berry Amendment. Fabric requiring replacement will be done so in one continuous length and will not exceed 1 weld/seam per strip. Fabric must be pre-approved by contracting prior to ordering. Purlin cables. Install or replace purlin cables if necessary. Cables and associated hardware will be galvanized. Cables will be installed by a qualified technician. Obstruction Lights. Install, repair, or replace obstruction lights as necessary. Light fixtures and bulbs will be replaced in accordance with industry standard. Conduit. Repair, or replace electrical conduit as necessary. Conduit will be made of galvanized metal and will be installed in accordance with industry standard. Side Lights. Install, repair, or replace side lights if necessary. Lights will be energy efficient LED lighting of wide light, 36 watt maximum, 3600 lumens minimum, suitable for outdoor wet conditions and have the ability to withstand at a minimum of 40 (kts) plus mph wind loads and gusts up to 90 (kts). Lights must be focused in a way that they illuminate the underside of the aircraft. 110v Explosion Proof Outlet. Install, repair, or replace electrical outlets as necessary. Outlets will be installed/replaced at least 18 inches off the ground and in accordance with industry standard. Circuit Breakers. Install or replace circuit breakers as necessary. Circuit breakers will be installed in accordance with industry standard. Photo Cell. Install, repair, or replace photo cells as necessary. Photo cells will be installed in accordance with industry standard. Primer and Paint. Remove and apply metal primer and paint as necessary. Paint will match existing paint installed on the current structure and will be applied in accordance with industry standard. Blast Shield. Install, repair, or replace blast shields if necessary. Blast shields are used to deflect high temperature exhaust from the aircraft auxiliary power unit. Blast shields and support bracket metal will be galvanized and will be installed in accordance with industry standard. Breaker Panel/Control Panel. Install, repair, or replace breaker/control panel if necessary. Panel will be installed in accordance with industry standard and must be designed for outdoor environment. Purlins. Install, repair, or replace purlins if necessary. Purlins will be made of galvanized metal and will be installed in accordance with industry standard. Air Terminals. Install, repair, or replace air terminals as necessary. Air terminals will be tested for electrical bonding and will be installed in accordance with industry standard. Brackets/Bolts/Nuts/Screws (hardware). Install, repair, or replace brackets, bolts, nuts, washers, and screws as necessary. Brackets, bolts, nuts, washers, and screws will be galvanized metal unless industry standard requires a different material. All hardware will be installed in accordance with industry standard. Safety Cables. Install, repair, or replace safety cables on blast deflectors and lights fixtures as necessary. Safety cables will be of sufficient strength to hold blast shields and light fixtures long enough to safely move personnel or equipment out of the way in case attaching hardware breaks or fails. Surface Rust/Corrosion Control. Repair, remove rust/corrosion, and prime and repaint sun shade structure if necessary. The paint will match the existing paint color and will be an outdoor paint. Only areas that require rust/corrosion repair will be repainted unless the contractor, ASM, and CO agree that an entire structure requires repaint. All rust/corrosion control will be accomplished in accordance with industry standard. Replace of Overhead Lights. Replace overhead lights with energy efficient LED lighting of wide light, 36 watt maximum, 3600 lumens minimum, suitable for outdoor wet conditions and have the ability to withstand at a minimum of 40 (kts) plus mph wind loads and gusts up to 90 (kts). Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation, i.e. we are not seeking proposals nor will accept unsolicited proposals. Response to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The subsequent award will be a single award, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) contract. The contract term will be 66 months consisting of a one-year base period, followed by four one-year option periods and a six-month extension period that can be implemented if necessary. The proposed requirement is 100% set aside for small businesses (SB). The applicable NAICS for this acquisition is 332311 with a SB size standard of 500 employees. NOTE: Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
