Synopsis FD2030-15-00259 1.Estimated issue date 14 MAY 2015 and estimated closing/response date 15 JUN 2015. 2.RFP #: SPRTA1-15-R-0199 3.PR#: FD2030-15-00259 4.Nomenclature/Noun: Electronic Component 5.NSN: 5998-01-369-1887FW 6.PN: 61-2915-3 7.Application (Engine or Aircraft): B-2 8.AMC: 3P 9.History: Previously purchased 2 each per contract SPM7AX-07-D-9001-UN01 on 05 MAY 2011. 10.Description: Provides power to illuminate two positions and navigational lights. 11.Dimensions: 9.3 inches long X 4 inches wide X 6.3 inches high. Weight is 2 lbs. 12.Material: Electronic module in the WTPS. 13.Quantity: LINE ITEM 0001: a.Award of a multi-year IDIQ contract is anticipated with a minimum contract quantity of 5 each/ maximum contract quantity of 48 each. b.Multiple Year Contract: i.Base Year 1 BEQ: 21 each ii.Base Year 2 BEQ: 5 each iii.Base Year 3 BEQ: 6 each LINE ITEM 0002: a.New/Unused Government Surplus b.Range Quantity: Minimum 5 Maximum 32 *Quantity will be determined prior to award* 14.New/Unused Government Surplus is acceptable. Surplus proposals must be able to provide the entire required quantity in order to be considered. All surplus requirements must be met in order for surplus to be considered for award. The solicitation will identify the specific surplus requirement. 15.Qualified Sources: Grimes Aerospace Company (72914) 16.Mandatory Language: Electronic procedures will be used for this solicitation. Only written or faxed request received directly from the requestors are acceptable. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 734-8241. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. 17.Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (or Services) required are available from only or a limited number of responsible sources(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. 18.All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. One or more of the items under this acquisition is subject to Free Trade Agreements. 19.Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 20.Export Control does not apply. 21.Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at time of award, in accordance with FAR Clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. The Government is NOT required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR package when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. 22.The solicitation will be available for download on the release date from www.fedbizops.gov.
