- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N0018915RCMCS. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-81 and DFARS Publication Notice 20150420. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is334516: Surface area analyzers manufacturing and the Small Business Standard is 500. This is a competitive, total small business set aside. The Small Business Office concurs with the set-aside decision. The NAVSUP Fleet Logistics Center-Norfolk Virginia] requests responses from qualified sources capable of providing the following; This request is for procurement of an XRF Analyzer to replace current analyzer which has become technologically outdated. Accordingly the requirement is for an alloy analyzer that can identify and verify the alloys that have been used in ship-board systems for years as well as new alloys and elements of low atomic number which are prominent in new ship classes, systems and components. A technologically up-to-date analyzer with the ability to identify and verify new and old alloys and detect the presence of inferior alloys that have been known to fail and have resulted in fatalities or injury to personnel as well as degradation of ship ™s systems. The analyzer will be used in laboratory and industrial spaces as well as aboard ships. The analyzer will be used in engineering spaces that are humid and wet from steam and water in bilge areas; the analyzer will also be used in ventilation, uptake and intake spaces where high amounts of dust and debris are present. Accordingly, the analyzer needs to meet industry standards such as NEMA Standard 250, Number 3 for electrical enclosures http://www.nema.org/pages/default.aspx or better, or equivalent specification for resistance to moisture and protection from dust. The analyzer will be used in tight spaces and should be no greater than 11 ¯ X 11 ¯ X 5 ¯ in overall dimensions. The analyzer will often be used in the overhead position and should weigh no more than eight (8) pounds total weight including battery. The analyzer will be used in locations where there is not access to electrical power accordingly battery life should be greater than 8 hours to accommodate a normal work shift. The analyzer must include a camera to facilitate proper positioning of the detector in tight locations. The camera should also have the ability to capture and save an image of the analysis location for reporting purposes and reference. The analyzer needs to include both fundamental parameter and empirical type calibrations, enabling quick analysis when less accuracy is needed while maintaining the ability to ascertain near exact elemental composition when necessary. The analyzer must have an extensive library of industry alloys which are identifiable by trade name and/or number. The analyzer must have a customizable library. Analyzer accuracy must be very good across the spectrum particularly in determining the amount of Silicon in copper based alloys and the percentages of elements common in aluminum alloys. Also determining the percentages of elements in high yield and low alloy steels should be very good. Customer currently has an Oxford Instruments X-Met 3000 in good working order for which we are requesting a trade in allowance to defer the cost of the new analyzer.
