Description
Synopsis Solicitation for Request For Quotation (RFQ) HHS-NIH-ORF-SBSS-14-009 including Statement of Work (SOW) and Instructions to Offerors THIS COMBINES SYNOPSIS/SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-ORF-SBSS-14-009 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-59. THIS COMBINED SYNOPISIS/SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. The NAICS Code is 611430 (Professional and Management Development Training) and the small business size standard is $11M. The National Institutes of Health (NIH), Office of Research Facilities (ORF), Office of Acquisition (OA) has a requirement for a Training Needs Assessment for Central Utility Plant (CUP) Personnel. PROJECT GOAL The goal of this project is to develop a plan or roadmap for the NIH CUP that will guide the NIH Utilities Generation Branch (UGB) management in procuring a training and qualifications program that will enable NIH CUP personnel to operate the steam and chilled water generation facilities safely, reliably, and in an environmentally acceptable manner. The Contractor shall evaluate the existing workforce and identify a training and qualification program, as well as associated procedures and training materials that will ensure the following objectives can be met: • Ensure the NIH CUP operations personnel have knowledge of steam and chilled water generation fundamentals to confirm they have the necessary knowledge to perform their job duties efficiently and effectively during normal and abnormal operations. • Ensure the NIH CUP operations personnel have the information necessary for them to operate the steam and chilled water systems and equipment safely and reliably. • Ensure the NIH CUP operations personnel have adequate knowledge of how the plant systems work in an integrated manner to carry out safe, efficient, and environmentally acceptable operations. • Ensure NIH CUP maintenance person have adequate knowledge to assist in plant operations as determined by UGB management. • Ensure a method exists at NIH CUP for qualifying its personnel prior to their assignment to each operating job. PROJECT SCOPE The scope of work requested includes the following tasks: • Establish a set of criteria for evaluating the NIH CUP operations workforce and job aids (operating procedures, alarm responses, LOTO, drawings, system descriptions, training materials, etc.) available to support their jobs • Conduct a detailed assessment of the NIH steam and chilled water generation facilities, including: o Comprehensive review of current NIH CUP steam and chilled water generation operations work practices, training and procedures o Determination of the operation workforce's competency level o Determine knowledge requirements for maintenance personnel to be capable of assisting in plant operations. o Identification of the training required to meet any identified gaps in employee competency o Identification of the documentation available to support training, qualification and job-related activities • Create a detailed plan that defines the needs, makes recommendations for meeting the needs, and provides a roadmap to ensure all needs are met (Training Plan)
