Please contact the following POC: mark.g.conrad.civ@mail.mil 443-395-7013 For planning purposes, this is a market survey on procuring personnel services for Canada's Command Post of the Future (CPOF) programme. Systems Engineer: Requirements have been identified for a Systems Engineer to support Research and Development (R and D) activities at Joint Information and Intelligence Fusion Capability (JIIFC) for a period of five (5) years beginning at the start of a Foreign Military Sales (FMS) case for the following US Project Manager Mission Command (PM MC) products: Command Post of the Future (CPOF) and the CPOF third generation Programmers Development Kit (3PDK) application and its Commercial Joint Mapping Toolkits (CJMTK) component; Command Post Web Ozone Widget Framework (OWF) with the Maneuver and 3D Map widgets; Data Dissemination Service (DDS) and Publish and Subscriber Service (PASS); and US Multilateral Interoperability Programme (MIP) gateway software. Systems Engineering services during R and D shall consist of: a Systems Engineer to support two (2) R and D activities atOttawa (Canada) each year of the five (5) years of the FMS case period. Each R and D activity is expected to require four (4) weeks of effort, and the Systems Engineer will travel to Ottawa for each event. Field Service Engineers: Two (2) Field Service Engineers (FSE) who will each provide four (4) months of labor over the last two (2) years of this FMS case. The FSEs shall support periodic software updates of PM MC products. The FSEs involved in the software update surge are anticipated to make four (4) trips, as a team, to customer selected sites, each year for the final two years of the FMS case. System-In Service support shall consist of three (3) levels of support TIER1: Field Support in direct contact with a fielded system; users in the field will coordinate with this point of contact first for support. TIER 2: this is the group that the field support engineer reaches back to for assistance when the Field Support engineer is unable to resolve the issue. If TIER 2 cannot resolve then TIER 3: Development team directly examines the source material. This is a software development role. PM MC estimates an average of twenty (20) trouble tickets per month that will require escalation to the Tiered support organization. Both FSEs will attend an annual FMS case meeting for the final two (2) years of the FMS case. The customer will require 500 hours of telephonic/E-mail software support from Tiered support to conduct any required troubleshooting. Limitations/Assumptions: FSE will not be resident during the last two (2) years of this FMS case. Subsequent software update training is included for the FSE support for software updates. Field Service Representatives: Two (2) In-Country Field Service Representatives (FSRs) for a period of three (3) years for the following products: (1) Command Post of the Future (CPOF) client software; and (2) CPOF server components including (as may be applicable to a particular release): Master and/or Foundation Servers, Back-up Server, Remote Administration Server, Search Server, Midtier Servers, Repository Web Service/Service-Oriented Architecture (SOA), Databridge and Oculus Web Service (OWS); (3) the CPOF Third Party Development Kit (3PDK); (4) the Commercial Joint Mapping Toolkit (CJMTK) component; (5) Command Web with Ozone Widget Framework (OWF) with the Maneuver and 3D Map widgets; (6) Data Dissemination Service (DDS); (7) Publish and Subscribe Service (PASS) ; and (8) US Multilateral Interoperability Program (MIP) gateway software. The last two years of the FMS case will not have FSRs. Field Service Engineer: One full-time contractor Field Service Engineer (FSE) for this FMS case, who shall provide TIER 1 support consisting of engineering and technical services, training support, information integration services, and technology development services capable of supporting the CPOF, DDS, US MIP (Gateway) and Command Web products. The FSE's primary work location shall be in Ottawa, Canada for the period of three (3) years beginning at the start of this FMS case. Additionally, the FSE shall support deployment and training of new software updates to the products by the FMS case. These updates are expected to occur once annually for the first three (3) years of this FMS case. In order to accomplish the updates, the FSE shall return to the United States, receive a train-the-trainer course on the updates, and then upon return to Canada, conduct the software updates and train Canadian personnel on the updates. Subject Matter Expert: One (1) full-time Operation Subject Matter Expert (SME), or Senior Trainer (SRT), shall be supplied for this FMS case, who shall provide advice and services for the development of Canadian Forces' (CF) operational workflows and processes for the employment of CPOF, DDS, MIP and Command Web products. The SRT's primary work location shall be in Ottawa, Canada for the period of three (3) years beginning at the start of this FMS case. The FSE/SRT will travel to customer sites on an as-needed basis for the three (3) year System Design and Fielding period. Additionally, there will be on average ten (10) trouble tickets per month that will require escalation to the supplier's TIER 2: This is the group that the field support engineer reaches back to for assistance when the field support engineer is unable to resolve the issue. If TIER 2 cannot resolve then TIER 3: Development Team directly examines the source material. This is a software development role. FSE/SRT include thirty-six (36) months of full-time labor. Contingency estimate of overtime hours for the onsite FSE/SRT is estimated to be ten (10) percent of the total full-time hours. Training Services: Provide for Command Post of the Future (CPOF) and Command Web Training for Canadians to be conducted at US Army Mission Command training facilities. This training consists of the following tasks: Initial Training of ten (10) administrator or maintainer training spots and an estimated total number of ten (10) Operator Training spots; and a minimum of four (4) administrator or maintainer and four (4) operator training sports to be made available during the first six (6) months of this FMS Case at mutually agreed-to dates. Remaining training spots will be requested and scheduled as required at mutually agreed-to dates based on programme development. CPOF and Web training for software version updates that occur during this FMS case will be conducted at US Army Mission Command training facilities. Three (3) version updates are estimated during the five (5) year length of this FMS case. Subsequent software update training is included in the taskings for the Field Service Engineer (FSE) Surge support for software updates. Answering this Market Survey/Response Format: Interested parties (organizations and/or individuals) who believe they are capable of fulfilling this requirement in whole or in part are invited to submit a white paper fully describing personnel experience, skills, technical knowledge, and capabilities. The paper should link the interested party's experience history and capabilities with the activities and positions described above. The paper must include company or individual name, address, overnight delivery address (if different from mailing address), cage code if applicable, point of contact, e-mail address, telephone number, fax number; business size, and unique qualifiers (e.g. large, foreign, small disadvantage, veteran owned, woman owned, etc.). Interested parties are requested to respond to this RFI in Microsoft Word Office 2007 compatible format. RFI responses are limited to 15 pages, including cover and administrative pages. Response documents shall be written using a 10 point font size or larger. The Government acknowledges its obligation under 18 U.S.C. 1905 to protect information qualifying as confidential under this statute. Pursuant to this statute, the Government is willing to accept any proprietary (e.g., trade secret) restrictions placed on qualifying data forwarded in response and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as proprietary may diminish or eliminate the usefulness of your response-see item 3 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the proprietary legend, with any explanatory text, on both the cover of the transmittal e-mail and the beginning of the file itself. Where appropriate for only portions of an electronic file, identify where the restrictive legends proprietary portion begins and where the proprietary portion ends. RESPONSE Deadline and Submissions: Parties may begin submitting responses to this request for information immediately with all white paper submissions due no later than 22 May 2015. White papers shall be sent to: Sherri Adams at sherri.a.adams2.civ@mail.mil and Mark Conrad at mark.g.conrad.civ@mail.mil The information provided in response to this RFI will be used to support on-going initiatives within DoD to plan acquisition strategies and ultimately may result in the Government developing and issuing a Request for Proposal (RFP) to industry for award of contract.
