- SYNOPSIS/PRESOLICITATION NOTICE THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER A SMALL BUSINESS SET-ASIDE. This announcement constitutes only the pre-solicitation notice; bids will be requested and a written solicitation will be issued on or around 13 May 2015. Bids will be due approximately 30 calendar days after the solicitation is posted. Solicitation number FA4600-15-B-0005 is being issued as an INVITATION FOR BID (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81. All applicable provisions and clauses are included in the actual solicitation. The North American Industry Classification System (NAICS) code is 238210, and the small business size standard is $15,000,000.00. This solicitation is 100% small business set-aside. DESCRIPTION OF REQUIREMENT: The Government intends to issue a firm fixed price construction contract with a Period of Performance (POP) of 240 calendar days. The scope of this project is to replace the existing fire alarm panel and sensors with new panel and sensors and to add the mass notification system throughout the facility. The mass notification system will be tied into the Giant Voice messaging system for storm warning and important base mass messaging. Project magnitude is between $250,000.00 and $500,000.00. Notice to Offeror(s)/Suppliers(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. All contractors shall be System for Award Management (SAM.GOV) registered at https://www.sam.gov/portal/public/SAM/. Contractors must be registered in the SAM.GOV database before a contract can be awarded to your company. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.
