- Continuation to SF 1449 - RFQ SF 1449 - RFQ This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition (FAR) Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is for Request for Quotations (RFQ): DU205NC-15-Q-0060 for Field Review of Appraisals for the HUD Denver Home Ownership Center. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81 updated as of March 10, 2015. See attachments. This is 100% Small Business Set-Aside. The NAICS code is 531320 and a size standard of $7.5 million. This contract has a base period of one year and four, one-year period. This is an indefinite quantity fixed-unit-rate purchase order. During the life of the purchase order and all options, the minimum dollar amount is $6,500 and the maximum dollar amount is $150,000. HUD's estimated amount of reviews to be ordered over the life of the purchase order (base year and four one-year orders) will be 230 cases. (approx. 46 cases per year) (These are estimations for evaluation purpose only) (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. See Paragraph 1.13.3 FAR 52.212-2, Evaluation - Commercial Items (OCT 2014) See Paragraph 1.13.4 Additional Instructions to Quoters: Offerors are advised to include a completed copy of the FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items (APR 2015), with their offers. Offerors will submit one original and 3 hard copies of the quotation (no more than 20 pages) and One CDROM of the entire quotation to the address below. Therefore, the offeror's initial proposal should contain the offeror's best terms from the technical and price standpoint. Scope of Work - The contractor shall be responsible for the management and administration of all tasks assigned under the purchase order and shall furnish the necessary personnel, materials, labor, services (including all transportation that may be needed) necessary to conduct field reviews of appraisals of 1-4 unit family properties for the Department of Housing and Urban Development (HUD) Denver Homeownership Center (HOC). C.1.1. Background Information The Denver HOC has a Headquarters generated quarterly requirement with a deadline to review a percentage of Federal Housing Administration (FHA) roster appraisers, evaluate the findings, and recommend actions/sanctions for those appraisers who are found not to be performing in a satisfactory manner. These reviews are a Departmental priority for the purpose of removal of unsatisfactory performing appraisers as expeditiously as possible. To facilitate this requirement, the Denver HOC utilizes State Certified Appraisers to perform the on-site field reviews of properties and/or appraisals review in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP). The performance of the contractor is a vital link in the process. Providing these services in a timely manner is critical to this process and to HUD's mission. It is essential that the contractor meet the time frames/deadlines established in the resulting purchase order. See Paragraph C.1.2. Geographic Area of Consideration Services under the resulting purchase order will be performed in the 17- state area of the Denver Homeownership Center (DHOC).
