- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SEE THE ATTACHMENT(S) COMBINED SYNOPSIS/SOLICITATION The solicitation number for this acquisition is W912DQ-15-R-1026 and it is being issued as a Request for Proposal (RFP). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81. This RFP shall be set aside for Woman Owned Small Businesses (WOSB) and the associated North American Industry Classification system (NAICS) code is 611430 and the business size standard is $11,000,000.00. FAR 52.212.1 Instructions to Offerors- Commercial does apply to this acquisition with addenda to the provision. In accordance with FAR 13.106 the basis on which the award will be made is price and other factors: Factors: PAST PERFORMANCE, QUALIFICATIONS AND EXPERIENCE, PROGRAM ELEMENTS, AND PRICE FAR Subpart 12.602, Streamlined Evaluation of Offers, will be used in conjunction with FAR Subpart 13.500 for this procurement: However, be advised when using the simplified acquisition procedures in FAR Part 13, contracting officers are not required to describe the relative importance of the evaluation factors. Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items (MAR) 2015 with their offer. This provision is included in Section K of this combined synopsis/solicitation. If you are already registered in the System for Award Management (SAM) (https://www.sam.gov), then you only need to complete paragraph B of this provision if you need to specify any differences from the information shown in your SAM registration. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this acquisition. These specific clauses required are detailed in Section L of this combined synopsis\solicitation. Offerors interested in responding to this RFP must submit their proposal on the included SF 33, synopsis/solicitation. Any questions regarding this synopsis/solicitation must be submitted by email to the point of contact below. In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in the SAM database (accessed through https://www.acquisition.gov). The Kansas City District, U.S. Army Corps of Engineers seeks the professional services of an accredited academic institution or consultant to develop and administer a part-time leadership/management development program for a maximum of 12 Corps of Engineers employees who are typically college-educated, and who are mostly at or near mid-career. Disciplines of participants in the program include science, engineering, and administration. The overall objective of this program is to help these employees learn, grow, and develop into effective leaders/managers within the Corps of Engineers, and the Kansas City District in particular. The base contract period is for the period beginning September 1, 2015 and ending August 31, 2016, with options to extend the contract as follows: OPTION YEAR 1 - September 1, 2016 through August 31, 2017 OPTION YEAR 2 - September 1, 2017 through August 31, 2018 OPTION YEAR 3 - September 1, 2018 through August 31, 2019 OPTION YEAR 4 - September 1, 2019 through August 31, 2020 Please reference block 9 for proposal due dates.
