- Freedom's Call Tattoo Food & Non-Alcoholic Beverage Concessions The U.S. Air Force (Wright Patterson AFB) NAF Office requires concessions for Freedom's Call Tattoo Food & Non-Alcoholic Beverage that meet the specifications outlined below. The anticipated award is firm fixed price-best value. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The Solicitation number is FA8601-15-T-0161 issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This acquisition is full and open competition. The associated North American Industry Classification System (NAICS) code is 722330. The size standard is $7 million. Requirement: See Statement of Work Attachment This is a non-appropriated fund requirement to provide food and non-alcoholic beverages concessions (pay-for-play) for an estimated crowd of 65 thousand spectators. Schedule for Friday, 26 June 2015, 4:00 PM - 10:00 PM, at Wright Patterson AFB OH. In accordance with the Statement of Work (SOW) (attachment 2), the concessionaire must be able to setup multiple (minimum of 30) standalone food & beverage stations prior to the event's start time. Provide at least two (2) ATM's locations alone the event site to allow for smooth flow of customers and maximum patronage. This contract will be awarded based on experience and in accordance with the SOW. The following factors shall be used to evaluate offers: 1. Experience Evaluation of offer: Contractor will be awarded based on documents that show, proof of prior experience; Name and events participated in, size of the events, number of food & beverage concessions at the event. Proof of Public Health Inspection (good standing). Basic menu and Proof of liability insurance. 2. Bid: Highest bid above the minimum bid for Concession. The quotations may be in any format but MUST include: 1. Proposing company's name, address, Tax ID number, CAGE code, and phone number 2. Point of contact's name, phone number, and email 3. Quotation number & date 4. Item price (bid) 5. Total price (Net 30) 6. Shipping (FBO: Destination) 7. Applicable discounts 8. Timeframe that the quote is valid 9. Delivery schedule 10. Warranty Information (if applicable) Interested parties are required to submit their quotes along with proof they meet the specification set forth in the Wright Patterson Air Force Base AFMC Freedom's Call Tattoo Food & Non-Alcoholic Beverage Concessionaire Statement of Work. Quotations MUST also contain a complete description of item offered to clearly show item meets or exceeds the requirements listed in the SOW (attachment 2). The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Before the bid is considered, the proposal must meet the technical capabilities. This is a non-appropriated fund (NAF) requirement and does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. The attachments include the Statement of Work and General Provisions.
