- The objective of this solicitation and any resulting contract is to obtain C-23B/SD3-60 Sherpa Maintenance Services (Contractor Logistics Services (CLS) in support of US Forest Service Smokejumper operations. The Contractor will provide maintenance crews meeting the minimum requirements of the solicitation on a full time basis for the first year and then on demand as needed. Services will primarily be provided in Ogden, UT for the first year but many be required at other locations to include Missoula, MT, Redmond, OR, Redding, CA, and Tucson, AZ and other locations where these aircraft could operate. The US Forest Service is in the process of certification of the C-23B to the SD3-60 Sherpa aircraft. Contractor personnel will not be required to perform maintenance on both aircraft variations. The resulting contract will be a five year Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with a guarantee of 6,000 hours over the course of the first year. During the first year of the contract services will be provided five days per week, excluding holidays. The solicitation and resulting contract contains Alternate 1 of the Government Property Clause. Please note that FAR 52.245-1 Alternate 1, shifts the risk of any loss of Government Property to the Contractor as follows. 52.245-1, Alternate I (Apr 2012). As prescribed in 45.107(a)(2), substitute the following for paragraph (h)(1) of the basic clause: (h)(1) The Contractor assumes the risk of, and shall be responsible for, any loss of Government property upon its delivery to the Contractor as Government-furnished property while under their control. However, the Contractor is not responsible for reasonable wear and tear to Government property or for Government property properly consumed in performing this contract.
