This is a Presolicitation notice for the Acquisition of the Mobile Tower System (MOTS) Block I Production Systems. This requirement will be solicited as a 100% Total Small Business Set-Aside. The Government intends to solicit and award on a Lowest Price Technically Acceptable (LPTA) basis. The MOTS system will be built using the U. S. Government's furnished technical data package (TDP). Updates have been made to the TDP that was made available in conjunction with RFI W58RGZFRP2015 on 09 January 2015. An updated TDP will be made available upon request to Oddny Yerby after the posting of this presolicitation notice. Please be advised that the updated TDP may not reflect all changes that will be issued with the final RFP. *A potential Offeror without a valid JCO Certification Number must acquire a valid JCO Certification Number before drawings/technical data can be disseminated. Instructions for obtaining this JCO Certification number are found at http://www.dlis.dla.mil/jcp/Default.aspx. OFFERORS WITHOUT A VALID JCO CERTIFICATION NUMBER THAT ARE INTERESTED IN OBTAINING ACCESS TO THE DRAFT TDP MUST BEGIN THIS PROCESS IMMEDIATELY. Offerors are cautioned that the TDP is not authorized for duplication or to be provided to unauthorized sources. Once you have secured your Certification Number please notify the contracting personnel above with the requested information identified above. The Contract Specialist will confirm the offeror request, and provide access to the drawings/technical data via AMRDEC Safe site. AMDREC will notify the Offerors that the secure attachments are ready for download and viewing. This acquisition will include a base requirement and two (2) one year options for the MOTS production systems and spares. The base requirement will include ten (10) MOTS systems and 10 corresponding initial issue spares (IIS). The second year option will be for seven (7) MOTS systems and 7 corresponding (IIS). The third (3) year option will be for four (4) MOTS systems and 4 corresponding (IIS). The required delivery for the initial 10 units will begin 365 days after award at a rate of one (1) system per month until shipped complete. Delivery location will be addressed in the forthcoming solicitation. It is anticipated that the solicitation will be issued on or about 17 April 2015 with a proposal due date of 18 May 2015. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation.
