Description

This is a Sources Sought (SS)/Request for Information (RFI) in accordance with FAR 15.201(e). The government does not intend to award a contract on the basis of this request, as such, neither unsolicited proposals nor offers of any kind will be considered in response to this SS/RFI and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this request. This SS/RFI request is being placed under the General Services Administration (GSA) Advantage and Federal Business Opportunities (FedBizOpps) web sites via the internet. The Department of Veteran Affairs, Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified contractors with the capability and resources to meet the Veteran Health Administration's (VHA) requirement to provide a Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, with Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress. This will assist the VHA to develop a systematic mattress repair and replacement plan, standardize protocols for the receipt, distribution, inventory and storage of beds and mattresses to VHA Medical Facilities and Centers nationally. The purpose of this SS is to gain knowledge of potentially qualified manufacturers, producers, distributors, their size classifications, and capability/ability for providing a Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress as a commodity. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI, a determination by the Contracting Officer will be made to issue a solicitation and the applicable North American Industry Classification System (NAICS) code. At this time the suggested NAICS codes(s) assigned to this procurement is 339113. If not, please let us know which NAICS code(s) you consider applicable. DESCRIPTION OF WORK: Provide and deliver a Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, with Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress procurement to VHA Medical Facilities and Centers located in the U.S., including Washington, District of Columbia, and U.S. territories. The VHA National Standardization Program identified "Bariatric Inpatient Hospital Bed, Low Air Loss/Alternating Pressure Mattress and the Foam Mattress procurement" as a candidate items for standardization. The purpose of standardization is to obtain uniform, quality products, at the best prices possible. The standardization initiative is in accordance with VHA Handbook 1761.2 and VHA Handbook 1761.1. EQUIPMENT IDENTIFICATION/SERVICE: Each vendor must be able to comply with the Minimum Technical Requirements (MTR) and deliver the Bariatric Inpatient, General-Purpose AC-Powered Adjustable Hospital Beds which include Bed Frame and compatible mattresses including Low Air Alternating Pressure and Foam type mattresses listed. The VA is interested in finding out if interested vendors can provide the following performance standards as required: SEE ATTACHMENT 1 For MINIMUM TECHNICAL REQUIREMENTS AND INTENDED USE PERFORMANCE: Each vendor must be able to comply with all of the Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress requirements listed above, including standard commercial warranty, and a delivery time not to exceed 15 calendar days after receipt of an order (ARO). Each vendor must be able to comply with deliveries of the Bariatric Inpatient Hospital Bed, Low Air Loss/Alternating Pressure Mattress and the Foam Mattress to U.S. facilities, including Washington, District of Columbia, and U.S. territories. The ordering period for this BPA will be 60 months. BPA ordering will be decentralized. Each BPA order will be issued by VA field offices based on their need throughout the ordering period. If your organization/company has the potential capability to provide the Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress, as a manufacturer or distributor, please provide the following information: a.Company Name, Point of Contact address and e-mail, website address, DUNS number, telephone number, business size (i.e. Large, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, Hub Zone, or 8(a)) as applicable for NAICS Code, 339113. If your company feels that this requirement can be fulfilled under a different NAICS Code, please provide the suggested NAICS Code and a rationale for the recommendation; b.Please indicate in the attached document General-Purpose AC-Powered Adjustable Hospital Beds (Bariatric) -Capability.xls) which Bariatric Inpatient Hospital Bed, Low Air Loss/Alternating Pressure Mattress and the Foam Mattress your company is able to provide. Tailor the capability statement addressing the place of manufacture for each Bariatric Inpatient Hospital Bed, Low Air Loss/Alternating Pressure Mattress and the Foam Mattress. Please indicate if any components or subcomponents of the Bariatric Inpatient Hospital Bed, Low Air Loss/Alternating Pressure Mattress and the Foam Mattress origin or place of production or manufacture are in compliance to the Trade Agreement Act (TAA) or Buy American Act (BAA). If not, please provide brief explanation; c.The response should clearly describe the company's capability to provide one or more of the Bariatric Inpatient General-Purpose AC-Powered Adjustable Hospital Bed Frame, Non-Powered, Pressure Reduction, Foam Mattress; and Low Air Loss/Alternating Pressure, AC Powered Adjustable Hospital Mattress to possible locations across the U.S., including Washington, District of Columbia, and U.S. territories.
