- Link 16 Sources Sought 23 Apr SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION: Solicitation Number: FA8232-14-R-3005-02 Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which have a corresponding Size standard 750 employees. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hub-zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code if applicable. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers within the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work that will be accomplished by the teaming partners. The Government will use this information to determine the best acquisition strategy for this procurement. 2. Program Details: 2.1 RFI FA8232-14-R-3005-01 was released on 23 January 2015 to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the following described capability: AFLCMC/WWMPA F-16 Integration Section, Hill AFB, UT intends to award a contract to provide F-16 Block 30/32 aircraft with a viable radio solution to provide Link-16 Receiver/Transmitter capabilities. The intent is to provide this capability in a small form factor with minimal aircraft wiring (Group A) additions. This capability is also required to work in cooperation with other radios/data links on the aircraft. The initial RFI stated that, "The radio is required to have programmable crypto to allow for modernization and needs to concurrently support multiple Network Participation Groups (NPGs)." This follow-on RFI is being conducted to solicit specific information with regard to the certification process that your product will require, and to identify your ability to meet the specific requirements identified below along with the cost required to perform each task identified: a. What is your ROM cost for the development/certification of crypto modernization? b. How long do you anticipate development and certification of the crypto modernization capability for your product to take? c. Define your current knowledge of the crypto modernization certification requirement. d. Provide a U. S. Government POC for any airborne platforms currently employing your hardware. e. Describe any interface, cyber, and security certification requirements for Link-16 communication via Ethernet interface. 3. When responding please include: a. Company Name and Cage code. b. Who your POC is? Please provide an email address and phone number. c. NAICS Code. d. Business size classification for NAICS and qualifications if any and any sub-category. e. Would you be a prime or subcontractor? f. Your lead time for the task performance. g. What is your familiarity with the existing F-16 Block 30/32 Data-Link and radio systems? Please describe. h. How do you intend to meet the requirements in 2.1 a - e above?
