Description
1. Introduction The USACE Seattle District intends to award a sole source contract to Ideal MFG, Inc., Billings, MT. 2. Description of Services This is a new contract requirement for a Firm Fixed Price Contracting using FY15 O&M funds to purchase a replacement for a vehicle security gate at the entrance to Libby Dam. The existing gate was damaged by a delivery truck driver and poses a significant security risk to the infrastructure at the Libby Dam Project. This action is for a one time contract. The NAICS code is 332323. 3. Authority 41 U.S.C. 1903 and FAR 13.106-1(b) 4. Reasons for Sole Source Pursuant to FAR 13.106-1(b)(1)(i) quote mark Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.) quote mark The Front Entry Gate at Libby Dam is the primary means of access for the employees, contractors, and for deliveries to the Libby Dam Project. The gate was significantly damaged on 3/17/2015. The gate was temporarily repaired on 3/18/2015 but the structural integrity of the gate and the reliability is not acceptable. The identified contractor supplied the original gate and provided a quote for the direct replacement of the gate on 3/30/2015. The physical security at Libby Dam is at risk due to the damage on the gate structure. The entry and egress safety of the employees, visitors, and contractors at Libby Dam is questionable as long as the gate continues to operate in the present condition. The identified contractor can provide an identical direct replacement for a gate system that will fit into the existing footprint, use the existing power requirements, and communicate using the existing communication system. Using an alternate system would require a complete redesign of the system, cutting/removing/replacing concrete, installing new anchorage systems, and commissioning services. A direct replacement is necessary to minimize the amount of time required to provide a secure and reliable front entry gate system. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 PM Pacific Time on 4 May 2015. Inquiries will only be accepted via email to Monique.a.paano@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
