- Questions and Answers for DTFR5315R00104 Combined Synopsis/Solicitation Combined Synopsis/Solicitation for Modification of the Rail Credit Assessment and Portfolio Management System, and Support For the Railroad Rehabilitation and Improvement Financing (RRIF) Program. Solicitation No. DTFR5315R00104. This solicitation is issued as an RFP. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5 supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-80. This requirement is set-aside for small businesses. The North American Industry Classification System (NAICS) Code for this procurement is with a size standard of $27.5 million. The Federal Railroad Administration intends to acquire services to maintain the Railroad Credit Assessment and Portfolio Management System (RCAPM) and modify it as necessary, to assist FRA in generating yearly re-estimates of subsidy costs for each outstanding loan in the portfolio, and to provide support for the RRIF program in connection with the RCAPM system. See attached Statement of Work for period of performance and deliverables. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses included as an attachment); 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements and 52.204-7 System for Award Management. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include addendum 1 below: The Government anticipates issue of a firm-fixed-price contract with a b ase year plus four (4), one (1) year option periods for this requirement. Interested parties capable of providing the specified services shall prepare their proposal in accordance with the attached 'Instructions for Vendors' and the attached 'Statement of Work and submit to the Contract Specialist, Devona Jackson at devona.jackson@dot.gov. Vendors shall submit a technical proposal and a firm fixed proposal broken down by Option Years and Include total potential value. Award will be made on a best value basis. The evaluation criteria are Technical Capability, Price, Past Performance and Key personnel. The technical proposal shall address each criteria separately, and shall not exceed 10 pages. However, resumes of key personal will not be counted towards the page limit. Vendors are encouraged to direct any questions by e-mail to the Contract Specialist, Devona Jackson. No telephone inquiries will be accepted. Questions regarding this combined synopsis/solicitation shall be submitted to the email address above no later than Monday, 27 April 2015 at 1:00 PM EDT. Any questions received after this time/date may or may not be answered due to time constraints of this combined synopsis/solicitation. Proposals are due Tuesday, 5 May 2015 at 1:00 PM EDT and should be submitted via email to Devona Jackson at the address above. Partial proposals will not be accepted for this requirement.
